Subject: ON-STREET PARKING -BLOCK LINE ROAD & LENNOX
LEWIS WAY
RECOMMENDATIONS:
That on-street parking be prohibited at anytime along both sides of Block Line Road from
Fallowfield Drive to Courtland Avenue East;
That on-street parking be prohibited at anytime along both sides of Lennox Lewis Way from
Ardelt Avenue to Block Line Road; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
In 2008, construction began on an extension of Lennox Lewis Way from the intersection of
Ardelt Avenue to the proposed Block Line Road Extension. Construction is also expected to
begin in 2009 on the Block Line Road Extension from Fallowfield Drive to Courtland Avenue
East. Transportation Planning is proactively recommending a parking prohibition on the two
proposed streets, in order to have the regulations in place prior to the opening of these two
roadways.
REPORT:
Block Line Road is designated as a secondary arterial roadway for its entire length, including the
proposed extension from Fallowfield Drive to Courtland Avenue East. Lennox Lewis Way is a
new roadway that is being constructed between Ardelt Avenue and the proposed Block Line Road
Extension. While the City's Municipal Plan has not formally designated this roadway, Lennox
Lewis Way will function as a major collector roadway. The area adjacent to Lennox Lewis Way
and Block Line Road contains several major traffic generators, including a high school, a sports
park, a library and a major community recreation complex. These facilities have the potential to
generate a considerable amount of on-street parking, unless regulations are put in place to
prohibit on-street parking on the two roadways.
Block Line Road is a limited access road that is primarily intended to serve the needs of through
traffic. Lennox Lewis Way will operate as a major collector roadway, since it will serve as the
primary access route to the community recreation complex, the sports park, in addition to serving
as a secondary service vehicle entrance to the high school. Consequently, Transportation
Planning staff have concluded that it would be undesirable to allow on-street parking on either of
these roadways, as on-street parking could hinder facility access and potentially cause problems
from a traffic operations perspective. Furthermore, both Block Line Road and Lennox Lewis Way
will have marked on-street bicycle lanes.
Transportation Planning staff feel that the parking needs of this area can be adequately
accommodated in off-street parking lots. Therefore, in order to proactively address the potential
problems of allowing on-street parking on Block Line Road or Lennox Lewis Way,
Transportation Planning recommends that on-street parking be prohibited at anytime on both
sides of Block Line Road from Fallowfield Drive to Courtland Avenue East. Furthermore,
Transportation Planning recommends that on-street parking also be prohibited along both sides of
Lennox Lewis Way from Ardelt Avenue to Block Line Road, and that the City of Kitchener Uniform
Traffic By-law #2007-138 be amended accordingly.
FINANCIAL IMPLICATIONS:
The approximate cost for signing including installation, for the two roadways is $3000 and will
be taken from the existing sign maintenance budget.
