BACKGROUND: The subject property is located at 1941 Ottawa Street South. The property consists of one single detached dwelling, detached garage and shed. The dwelling is currently vacant. The applicant is proposing to demolish the existing single detached dwelling to facilitate the redevelopment of the property with 64 cluster town house dwellings. REPORT: Planning Comments Under the Planning Act, the purpose of demolition control is to maintain residential properties within the municipality and to prevent their premature or unjustified removal. The applicant has applied for site plan approval to develop the site with 64 cluster town homes. In order to facilitate the proposed cluster town home development, the existing structure needs to be demolished. Orderly development of the subject property will be implemented through Section 41 of the Planning Act. The seven criteria outlined in Council Policy I-1010 used to evaluate the appropriateness of an application to demolish a residential property are addressed as follows: 1. Property Subject to the Ontario Heritage Act The subject property is not designated as a heritage property and is not regulated under the Ontario Heritage Act. 2. Architectural and Historical Value The City's Heritage Planner advises that there are no heritage concerns with this property and has no objections to the demolition. 3. Condition of the Dwelling A City Building Inspector examined the dwelling in December 2008 and advised that the building is generally in fair condition. In light of the proposed redevelopment of the lands, a detailed summary of the condition of the building and a detailed repair cost estimate do not seem warranted. The Building Division has no objection to the demolition control application 4. Impact of Demolition on Abutting Properties, Streetscape, and Neighbourhood Stability It is Planning staff's opinion that the dwelling be demolished in order to allow redevelopment of the site with new residential units at a scale and density more suitable to the Residential Six zoning on the property. 5. Timeframe of Redevelopment The applicant has applied for a zone change for a portion of the subject property as well as a site plan application. The owner has indicated that they intend to proceed with the redevelopment of the site once all required planning approvals are in place. 6. Proposed Use In Terms of Zoning and Compatibility with Adjacent Properties The property is designated Low Rise Residential and has a split zoning designation. Approximately half of the site is zoned Residential Six Zone (R-6) and the balance of the site is zoned Agricultural Zone (A-1). A zone change application is in process to change the A-1 zoning to R-6 to facilitate the redevelopment of the property. 7. Neighbourhood Consultation No circulation was made to the public as residential building(s) are proposed to be redeveloped in the near future. DepartmentlAgency Comments Heritage Planning Staff Heritage Planning staff have no concerns or objections to the demolition of the building. Buildin Staff The Building Department has no objection to the demolition of this building. Engineering Staff The Engineering Department will provide comments thraugh the site plan approval process. Fire Department. The Fire Department will provide comments thraugh the site plan approval process. FCNANCIAL I~PLICAT1aNS: No new or additional capital budget requests are expected with this recommendation. C~3~11~UNiCATIQNS: Neighbourhood circulation was not made as park of this application as the owner intends to redevelop the property. All property owners within 60 metres o the subject property will receive notice of the Development and Technical Services meeting dealing with this demolition control application. C~NCLUSI~N: Planning staff have considered this application and are of the opinion that the .proposed demolition is justified in order to~facilitate redevelopment of the property at a scale and density more appropriate to the Residential Six Zoning ddsignation of the property. It is my understanding that the proposed redevelopment of this property will result in xhe demolition of this structure to accommodate a 64 unit cluster townhouse development. Considering that the property will be redeveloped to residential, a detailed summary of the condition. of the building and a detailed repair cast estimate do not seem warranted.
