BACKGROUND: Council awarded the original Expression of Interest through E08-056 through report FIN 08-085 on June 16, 2008 to provide advisory services in the following areas: Planning the integration of approximately 440 non-union and union staff represented by four bargaining units into one location; Planning the integration of portions of several City departments from five locations into one location; Application of best practices and past experience to create a unified culture of cooperation; Identification of potential challenges and opportunities and critical time frames for people integration activities; Application of the recommendations of the Risk Assessment Report (prepared by others} in the successful integration of staff and functions; and Application of best practices from other organizations related to the impact of the departmental integration on the City's current organizational structure From July to December 2008 The Osborne Group in conjunction with the Western Management Consultants Group has completed the assignment. REPORT: The City's Consolidated Maintenance Facility represents not only a major construction project, but a significant change management initiative from a people standpoint. To ensure the workforce integration is successful and desired outcomes from the site are achieved, the change must be carefully planned and collaboratively implemented. Since staff do not have formal expertise in large-scale integration and change management activities, access to continued consulting services are critical to the project. Through the initial assignment and as the result of staffing changes, staff have identified additional work requiring Consultant Services to support a second phase of HR integration associated with CMF project. The services required relate to the following areas: • Developing a strategic planning framework to guide the consolidated operations in the CMF and ensure outcomes required from the site are achieved, including an operational vision, critical success factors, operational priorities, key results, strategic priorities and action plans; • Developing an overall organizational design for operations of the site, including an integrated leadership approach, culture, governance and accountability processes, integrated work processes and systems, service level performance indicators, and organization design and job structure; • Education and training for senior and middle management and supervisors in change management practices to ensure that they are equipped to lead and implement the changes required; and, • Advisory and planning support for other aspects of the change process including change communications, change facilitation, staff engagement, work process redesign, work arrangement /management practice assessment and redesign. FINANCIAL IMPLICATIONS: The service extension will be funded from the project budget.
