Subject: PARKING LEASE -UKRAINIAN CATHOLIC CHURCH OF
THE TRANSFIGURATION
RECOMMENDATION:
That the Mayor and Clerk be authorized to execute a lease satisfactory to the City
Solicitor with the current owner of the property located at 15 Michael Street in the City of
Kitchener for the use of the lands for the purpose of providing monthly parking for City
employees working out of the Bramm Street Operations Yard.
BACKGROUND:
The City of Kitchener has been providing parking spaces for the needs of staff at the Bramm
Street Operations Yard for many years through a leasing arrangement with the Ukrainian
Catholic Church of the Transfiguration located at 15 Michael Street.
The Bramm Street Operations Yard has approximately 160 employees reporting for work on a
daily basis. The yard itself has limited parking for staff and visitors only.
As the current lease with the Ukrainian Catholic Church of the Transfiguration has expired
(December 31, 2008), Council needs to review and consider approving a new lease.
REPORT:
The current lease terms allow for parking for employees in the Church parking lot as needed.
The City is responsible for snowplowing of the parking lot at its expense, but at the City's
convenience. The City is responsible for dust control of the granular portion of the parking lot.
The Church agrees to provide parking spaces when needed to City Staff, and to provide lighting
for the premises.

FINANCIAL IMPLICATIONS:

This lease has been renegotiated for an initial 1 year term ending December 31, 2009 with the
possibility of an extension. The proposed lease arrangement is for 50 vehicles and amounts to
$9000 for 2009. The cost of the parking has been included in the Operations' Division operating
budget.
CONCLUSION:
The need for additional parking will remain as long as Operations has staff working out of the
Bramm Street Operations Yard. The proposed 1 year lease term will give the City the parking
that is presently needed for Operations staff. Any parking needs required beyond December 31,
2009 will be assessed over the term of the proposed lease.
