Report No: FIN 09-007
Subject: Prequalification of Electrical and Mechanical Contractors for the
Consolidated Maintenance Facility
RECOMMENDATION
That Council approves a request from Project Administration and Project Management to
proceed with a prequalification process to select a minimum of six (6} Electrical and six (6}
Mechanical Contractors to be used for the re-development of the Consolidated Maintenance
Facility.
BACKGROUND
The contractor prequalification process will provide the City with an opportunity to examine the
contractor's project history and their experience in the performance of projects of similar magnitude
and size. The reference checks facilitate the best indication as to the satisfaction of owners on
previous projects.
Combined, the electrical and mechanical work has been budgeted in the $5 million range which could
lead to significant risk. The prequalification process results in a selection process that takes into
consideration: quality, innovation, time and costs and results in a greater probability of a successful
conclusion to a project.
Our limited experience with LEED has taught us that contractors who have not been thoroughly
indoctrinated in the process perform poorly for Owners who have committed to implement LEED.
Prequalification will allow us to verify their LEED successes and to identify potential issues.
FINANCIAL IMPLICATIONS
There are no financial implications to the prequalification process.
