BACKGROUND McLennan Park is a 39 hectare ~97ac.) site on the south side of Ottawa Street South. The site is a former landfill under Region of Waterloo ownership that began operations in the 1950's and was closed in 1976. A Masterplan for the park was approved by Kitchener City Council in June 2003 and a lease agreement with the Region of Waterloo was executed in November 2006. Work on the first phase of the park development was completed in late 2007 and included entrance features, an entry road and parking off Ottawa Street, widening of Ottawa Street to provide a left turn lane, roadway lighting, toboggan hill re-grading, overlook, site signage, storm water management, pedestrian trails, park amenities and landscaping. The Bike Park design consists of four dedicated courses - a 4 Cross Track, a Pump Track, a Free-Ride Course and Dirt Jump Park which will be located to the south of the existing toboggan hill and in keeping with the approved 2003 Masterplan. The courses offer a wide variety of features and skill levels that will appeal to BMX and Mountain Bikers of all ages. A well attended public meeting was held in July 2007 for the much anticipated Bike Park. Comments from local neighbours and potential users were incorporated into the final designs and tender documents. REPORT Tenders were advertised publicly in The Record, on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Six (6) potential bidders picked up tender documents, and by the closing date of Thursday August 14t" 2008, three (3) tenders had been received. The tenders were reviewed by S. Henderson, IBI Group, the City's Consultants for the project, and D. Ritz, Supervisor of Design & Development, who concur with the above recommendation. The following tenders were received: Moser Outdoor Maintenance Inc. Waterloo ON $255,919.82 Pacific Paving Mississauga ON $469,928.55 Gateman-Milloy Inc. Kitchener ON $484,722.08 FINANCIAL IMPLICATIONS Funding will be provided from Internal Order 0677731 -McLennan Bike Park & Consulting Phase 2. Financial Report is attached.
