BACKGROUND McLennan Park is a 39 hectare ~97ac.) site on the south side of Ottawa Street South. The site is a former landfill under Region of Waterloo ownership that began operations in the 1950's and was closed in 1976. A Masterplan for the park was approved by Kitchener City Council in June 2003 and a lease agreement with the Region of Waterloo was executed in November 2006. Work on the first phase of the park development was completed in late 2007 and included entrance features, an entry road and parking off Ottawa Street, widening of Ottawa Street to provide a left turn lane, roadway lighting, toboggan hill re-grading, overlook, site signage, storm water management, pedestrian trails, park amenities and landscaping. Consulting Services will consist of Engineering, Environmental & Landscape Architectural services to implement the second phase X2009} of the McLennan Park implementation plan. This will include such activities as development and analysis of concepts in line with the recommendations of the 2003 Master Plan, preparation of detailed design drawings, public and user group meetings, tender documents, contract administration and post construction follow- up. The second phase of McLennan Park will include road and parking areas, associated lighting, related storm water management, entrance works, signage, pedestrian trails, basketball/multi-use courts, beach volleyball courts, accessible playground, picnic area and site landscaping. REPORT In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of G. Hummel, Manager of Parks Planning, D. Ritz, Supervisor, Design and Development, T. O'Brien, Landscape Architect, and L. Gordon, Director of Purchasing. Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and the Internet through the Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were downloaded by twenty-two (22) interested parties. By the closing date of Wednesday December 10t", 2008, ten (10) responses had been received. The Review Committee met on Monday December 22nd, 2008 to review the submissions. A shortlist of four (4) Consultants was selected for further interviews. The Review Committee met on Friday January 16th, 2009 to interview the shortlisted candidates. The Committee elected to award the project to The Walter Fedy Partnership, Kitchener.
