Subject: VICTORIA PARK -DAVID/SCHNEIDER/DILL ROAD
RECONSTRUCTION
RECOMMENDATION:
That the purchase of additional consulting work related to the Victoria Park-David-
Schneider-Dill Road Reconstruction project, to an upset limit of fees of $26,000.00 (plus
GST) be awarded to IBI Group, Waterloo ON.
EXECUTIVE SUMMARY:
Council approval of this purchase of additional consulting fees is required because it exceeds
the upset limit of $20,000 for the direct purchase of consulting work as detailed in the
Purchasing by-laws.
This consulting work is in addition to the consulting work previously awarded to IBI group
through the normal purchasing procedures for the road reconstruction project which includes
David St., Schneider Ave., and Dill St.
The original scope of work for this project did not include the portions of Dill St. and Schneider
Ave. which pass through Victoria Park.
The design and construction of storm, sanitary and surface works on these roadways within
Victoria Park is best completed at the same time as the adjacent road reconstruction work on
Dill St. and Schneider Ave.
BACKGROUND:
On August 18, 2008 Kitchener City Council awarded Expression of Interest E08-053 -
Consulting Services -Road Reconstruction -David / Schneider /Dill to IBI Group, Waterloo,
ON for an estimated fee of $232,502, including a contingency of $20,130 plus GST.

This road reconstruction project is being administered on behalf of the City by Steve Allen of the
Engineering Division of the Department of Technical Services.
The allocated contingency is not sufficient to cover the additional consulting fees for design and
road reconstruction work for the portion within Victoria Park.
REPORT:
David St., Schneider Ave. and Dill St. road reconstruction will be proceeding in 2009. The City's
consultant, IBI Group, is completing the design work and preparing the construction drawings
and tender documents for tendering in early 2009.
Schneider Ave. and Dill St. are connected by a roadway which passes through Victoria Park
and functions as a municipal roadway. This roadway provides access to Victoria Park parking
areas, playgrounds and pavilion as well as serves as a neighbourhood roadway connection. It
is maintained to the same standard as Schneider Ave. and Dill St. by the Operations Division.
During a preliminary review by the Operations Division of the David/Schneider/Dill road
reconstruction plans, there were a number of issues identified regarding the roadway
connection through Victoria Park. These include roadway drainage and storm sewer
connections affecting the drainage of parking and playground areas. Surface works were also
identified as being required, including vehicle barrier curbs and walkway connections.
The work within Victoria Park was not considered in scope of work for the original Expression of
Interest for the road reconstruction project.
The additional work required within Victoria Park is best completed under the
David/Schneider/Dill road reconstruction contract for a variety of reasons including timing and
cost effectiveness.
These drainage and other roadway issues within Victoria Park had been previously identified as
projects within the Victoria Park Strategic Plan, although the final design, costing or timing had
not been identified.
FINANCIAL IMPLICATIONS:
Funding for all of the proposed roadway and walkway improvements within Victoria Park as part
of this project shall be from the 2008 and 2009 capital budget for Victoria Park Strategic Plan.
No additional funding is required or requested.
COMMUNICATIONS:
City Staff have communicated with the Victoria Park neighbourhood residents and the general
public on a number of occasions regarding the Victoria Park Strategic Plan. This communication
has also included regular meetings with the Victoria Park Working Group, a committee
comprised of neighbourhood representatives and Operations Division staff. The proposed
improvements to the Schneider/Dill roadway connection in Victoria Park is consistent with the
Victoria Park Strategic Plan and the interests of the public.

CONCLUSION:

Awarding of the additional consulting work to IBI Group, to an upset limit of fees of $26,000 plus
GST, will facilitate a timely and cost effective resolution to the design and construction of the
roadway and walkway work required within Victoria Park.
