Lorentz, commencing at 3:40 p.m. with the following members present: Mayor C. Zehr and Councillors C. Weylie, M. Galloway, B. Vrbanovic, J. Smola and J. Gazzola. Officials Present: Ms. S. Adams, Ms. C. Legault, Ms. K. Dever, Ms. G. Luciantonio, Ms. J. Billett and Messrs. B. Pritchard, G. Melanson, R. Weber, K. Baulk and T. Potwarka. CSD-03-020 -REVISIONS TO COUNCIL POLICY 1-345 - BEHAVIOUR MANAGEMENT POLICY The Committee was in receipt of Community Services Department report CSD-03-020 dated January 20, 2003 recommending revisions to Council Policy 1-345. On motion by Mayor C. Zehr - it was resolved: "That amendments to Council Policy 1-345 (Behaviour Management Policy), outlined in Community Services Department report CSD-03-020, be approved as follows: a) That the policy be renamed "Behaviour - Unacceptable Conduct in Community Services Facilities"; and further, b) That clause 3 (e) be deleted and replaced with the following: 'Signage which identifies Policy 1-345 will be posted at all Community Services facilities in a prominent location. Copies of this policy will be available upon request at the facility where staff are on duty.'" CSD-03-012 - CO-OPERATIVE AGREEMENT - BRIDGING THE GAP The Committee was in receipt of Community Services Department report CSD-03-012 dated January 15, 2003 concerning an agreement to provide programs to assist those who are approaching retirement or who have recently retired. On motion by Mayor C. Zehr - it was resolved: "That subject to the satisfaction of the City Solicitor, the Mayor and Clerk be authorized to execute a Co-operative Agreement dated December 16, 2002 with Bridging the Gap, as attached to Community Services Department report CSD-03-012, to provide transitional programs for persons approaching retirement or who have recently retired." CSD-03-021 - 2002-2003 ARTIST-IN-RESIDENCE - ARTIST COMMISSION The Committee was in receipt of Community Services Department report CSD-03-021 dated January 24, 2003 recommending purchase and installation of a final artist commission by the 2002 Artist-in-Residence. On motion by Mayor C. Zehr - it was resolved: "That the decision of the Arts and Culture Advisory Committee, as recommended by the Public Art Working Group, to award an artist commission to local artist and past City of Kitchener Artist-in-Residence, Sandra Martin, for two oil paintings depicting water scenes along the Grand River, be endorsed; and further, That subject to the satisfaction of the City Solicitor, the Mayor and Clerk be authorized to execute a Commission Agreement, as outlined in Community Services Department report CSD-03-021, with Sandra Martin for the purchase and installation of her artwork; and further, COMMUNITY SERVICES COMMITTEE MINUTES FEBRUARY 3~ 2003 - 8 - CITY OF KITCHENER 3. CSD-03-021 - 2002-2003 ARTIST-IN-RESIDENCE - ARTIST COMMISSION (CONT'D) That subject to the satisfaction of the City Solicitor, the Mayor and Clerk be authorized to execute a Site Exhibition Agreement, as outlined in report CSD-03-021, with Sandra Martin and staff of the designated facility to house the artist commission for installation and exhibition of the artwork." CSD-03-023 - 2003 COMMUNITIES IN BLOOM - PROVINICIAL & NATIONAL EDITION The Committee was in receipt of Community Services Department report CSD-03-023 dated January 24, 2003 concerning the City's participation in the 2003 Communities in Bloom Programs. Mr. T. Potwarka briefly summarized reasons staff are recommending the City not participate in the formal judging process this year. He noted that staff resources have depleted as a result of organizational restructuring and staff time is currently committed to completing core construction projects. He advised that staff would like to take a fresh approach for 2004 and it is anticipated that completion of core projects will greatly enhance the City's evaluation in the judging process next year. He commented that in the interim staff will take the opportunity to expand volunteer / community partnership support and will continue to deliver local 'Kitchener in Bloom' programs. In response to questions, Mr. Potwarka advised that core projects expected to be completed for 2004 include the new Kitchener Market, the entrance feature on Gaukel Street to Victoria Park and the Centre Block project. On motion by Councillor C. Weylie - it was resolved: "That the City of Kitchener decline an invitation to participate in the Provincial and National Edition of the 2003 Communities in Bloom Programs." SSD-02-030 - EVALUATION OF PILOT PROJECTS - DOWNTOWN OPERATIONS SUPERVISOR & SERVICE ADVISOR The Committee was in receipt of Strategic Services Department report SSD-02-030 dated January 20, 2003 concerning an evaluation of two pilot projects within the Community Services Operations regarding the positions of the Downtown Operations Supervisor and Service Advisor. Ms. K. Dever attended to provide an overview of the evaluation of the roles undertaken by the Downtown Operations Supervisor and Service Advisor. She advised that the Downtown Operations Supervisor was responsible for co-ordination of all operational activities within the core area and acted as liaison with Downtown businesses. The position was funded within existing budget resources and with financial assistance of the Kitchener Downtown Business Association in the amount of $10,000. Ms. Dever advised that the position of the Service Advisor was developed to enhance the level of co-ordination, planning and inspection of Downtown operations and pointed out that both positions have been included on a permanent basis within a draft of the new management structure of the Community Services Operations. She stated that continuation of the two positions is key to enhancing customer service in the core area and will be of benefit in future succession planning as staff gain experience in leadership roles. In response to questions, Ms. C. Legault advised that the positions will be filled by existing staff complement, with job functions to be re-aligned and fully defined during development of the new management structure for Community Services Operations, to be completed by March 2003. On motion by Councillor M. Galloway- it was resolved: "That continuation on a permanent basis of the functions fulfilled by the Downtown Operations Supervisor and Service Advisor be endorsed, in principle, with specific duties to be defined fully in a new management structure of Community Services Operations currently under development." COMMUNITY SERVICES COMMITTEE MINUTES FEBRUARY 3~ 2003 -9- CITY OF KITCHENER CSD-03-027 -ARTS AND CULTURE ADVISORY COMMITTEE - RESIGNATION / NEW APPOINTMFNT The Committee was in receipt this date of Community Services Department report CSD-03-027 dated January 31,2003 advising of a resignation from the Arts and Culture Advisory Committee and recommendation for appointment to fill the vacancy. On motion by Councillor M. Galloway - it was resolved: "That the resignation of Rahim Atabahksh from the Arts and Culture Advisory Committee be accepted with regret; and further, That Mr. Martin DeGroot be appointed to the Arts and Culture Advisory Committee for a term to expire November 30, 2003." 7. SUPERVISOR OF PARKING OPERATIONS Mr. Keith Baulk advised that as a result of Departmental re-organization, Parking Operations is now reporting to the Enterprise Division of the Community Services Department and the position of Supervisor of Parking Operations has been filled by Mr. Tony Konstantinidis. 8.
