HomeMy WebLinkAboutDTS-09-025 - Lennox Lewis Way/Block Line Rd Extension - Consultant Contract Admin-Purchase Order ExtensionI~TCx~~~ Development& Techrrica~ Services Report To: Development and Technical Services Committee Date of Meeting: March 2, 2009 Submitted By: Grant Murphy, Director of Engineering Prepared By: Ken Carmichael, Supervisor of Traffic and Parking Wards) Involved: Fairview-Gateway -Ward 3 Date of Report: February 18, 2009 Report No.: DTS 09-025 Subject: LENNOX LEWIS WAY CHANSON AVENUE) AND BLOCK LINE ROAD EXTENSION CONSULTANT CONTRACT ADMINISTRATION -PURCHASE ORDER EXTENSION RECOMMENDATIONS: That Council approve the extension of the purchase order for the Lennox Lewis Way Hanson Avenue) Extension to provide the Walter Fedy Partnership with an additional $37,525 (plus 10% contingency and GST - $43,153.75) for the added construction services (site inspection and contract administration) necessitated by an extended construction schedule, including a winter shutdown of the project; and further, That Council approve the extension of the purchase order for the Block Line Road Extension between Hanover Street / Fallowfield Drive and Lennox Lewis Way to provide the Walter Fedy Partnership with an additional $68,900 (plus 10% contingency and GST - $79,235) for added detailed design and construction services (site inspection and contract administration) requirements necessitated by the addition of the development of a roundabout at the Block Line Road -Hanover Street intersection. BACKGROUND: The Walter Fedy Partnership, through approval of reports DTS 07-032 and DTS 07-107, has been retained by the City of Kitchener to provide consulting engineering services for the extension of Lennox Lewis Way (Hanson Avenue), including the execution of the Environmental Assessment, detailed design and construction services, which includes site inspection and contract administration. Additionally, these approvals included having the Walter Fedy Partnership conduct the detailed design and construction services (site inspection and contract administration} of the Block Line Road Extension between Hanover St /Fallowfield Drive and Lennox Lewis Way. Since the approval of these reports, construction of Lennox Lewis Way (Hanson Avenue) was met with challenges that have affected the construction schedule, while a new plan to incorporate a roundabout at the intersection of Block Line Road and Hanover St / Fallowfield Drive has been established. z-i REPORT: Lennox Lewis Wav (Hanson Avenue The majority of the construction of the extension of Lennox Lewis Way, previously named Hanson Avenue, from its current easterly terminus (east of Hayward Avenue) through to the proposed extension of Block Line Road, was originally intended to be executed during the school break in late June, July and August of 2008, thereby reducing the impact on the operations of St Mary's High School, located immediately adjacent to this new road construction. The expected duration of this project was 45 working days, or 9 weeks. The contractor for this construction project was confirmed in early July, 2008, however, due to scheduling challenges for the contractor, this project was initiated in late August, 2008, with the intention to complete the road work by December, 2008. This late start required that the road construction be completed while St Mary's High School was in operation. This condition placed extra challenges on the contractor to complete the work due to having to maintain school bus operations and school deliveries, as well as to accommodate the large volume of walking students, while under construction. These impacts required additional measures to be executed by the consultant and contractor in order to complete the project within the designated time lines. As a result of the extra requirements necessitated by constructing while the school was open, the contractor was provided an additional 29 working days to complete this road construction. However, working days were lost due to poor weather in the fall, resulting in this project being shutdown for the winter season, before completion of the road construction. As a result, the contractor will be completing this road work in early spring, 2009. The provision of additional working days, along with the winter shutdown, has placed additional requirements on the Walter Fedy Partnership. This has resulted in additional costs being brought on to the Walter Fedy Partnership by having to administer the additional 29 working days of this contract (construction inspection services), as well shutting down the project for the winter season. Additional to this, constructing the roadway while accommodating an open St Mary's High School required the Walter Fedy Partnership to execute revised and additional consulting services. The additional funding is requested to accommodate these additional services provided by the Walter Fedy Partnership. Block Line Road The Walter Fedy Partnership's original fee to provide consulting services for the detailed design and contract administration for the extension of Block Line Road between Hanover Street / Fallowfield Drive and Lennox Lewis Way was based on a typical roadway design. However, since this arrangement was confirmed, it has been determined that a roundabout will be developed at the intersection of Block Line Road and Hanover Street /Fallowfield Drive due to this intersection being warranted for traffic control signals. Within the Region of Waterloo, roundabouts are to be given consideration at locations where the warrant for a traffic control signal has been met. As a result, the detailed design for Block Line Road between Hanover Street /Fallowfield Drive and Lennox Lewis Way is required to be amended to incorporate the design of this roundabout. This revision is estimated to add 20 working days to this project. The development of the roundabout will require additional design work, as well as additional working days to the construction contract, thereby increasing the requirement for on-site consulting inspection services. z-z Additionally, executing the final design for Black Line Road required the execution of an Environmental Assessrnent, as required by the Province's Ontario Fealty Corp ~~RC}. This Environmental Assessr~ent involved the City's obtaining land from Fiydrv one in artier to deveiop near Block Line Road.
