Korah, P.Eng., Manager of Development Engineering Ward 4 February 18, 2009 DTS-09-034 Huron Road Improvements Class Environmental Assessment (EA) Study, Detailed Design and Construction - Project Status Update RECOMMENDATION: For Information Only REPORT: Background Information The City of Kitchener is responsible for the management and rehabilitation of Huron Road. Therefore, it must be ensured that the required improvements are completed in a timely and efficient manner. Huron Road is a secondary arterial road generally consisting of two lanes with a rural cross-section from Fischer-Hallman Road to Strasburg Road, carrying traffic between the east and western portions of the City of Kitchener. In May 2008, the City retained MTE Consultants Inc to complete a Schedule "C" Class EA, Detailed Design and Contract Administration for Huron Road Improvements from Strasburg Road to Fischer-Hallman Road. The City is currently undertaking the Class EA in accordance with Municipal Engineers Association document, October 2000, as amended in 2007. As part of the Schedule "C" EA, City has to undertake 5 phases of the EA process including two public information centres to receive input from the Public, agencies, interested and affected parties. The City conducted the 1St Public Information Centre (PIC) on October 28, 2008 and the following details were presented at the PIC: • Class EA process • Problem statement • Traffic Impacts and Considerations • Road Cross-sections • Road Geometry, Potential Property Impacts and Design Issues • Communication details with Agencies, utility companies including various list of approvals required during the design and construction stage. • Frequently asked Questions with regards to the EA process and how the public can involved with the process 3-1 • Comment sheet About 50 people attended the Public Information Centre, Current Sta#us MTE Consultants Inc. is currently completing Phase 3 of the Class EA pracess~ This process will evaluate the design alternatives and propose a preferred designlalignment based an the evaluation criteria and the public comments received, v1~e ere planning to present the study findings and preferred design for the Huron Road Improvements in the 2n~ Public Information Centre. In accordance with the City of Kitchener Official Plan, the Huron Road right-of-~r~y width is designated as 2fim, However, the current right-of-way along the corridor hay been intermittently established a width of 20m. Same of the proposed alternatives, particularly those with 4 ar mare lanes of vehicle traffic will require additional property to be acquired by the City to accommodate the road crass section. Allot geometric imprvvernents to the either the hori~antal ar verkical alignment of the road will result in the need far additional property andlar the need to grade ants the adjacent private property including the Iands awned by Hydro One, One of the critical factors in this EA study is the coordination of the preferred solution far the Strasburg Creek Flood Control Structure, for which a concurrent EA study is also underway. Completion of the Huron Rand EA Study is dependent on the results of that study, which will dictate same of the design parameters for the rand and the extent of environmental impacts at the creek Grassing, Proposed Project Schedule The project team is proposing the following milestones to complete the project; • Complete Phase of the Class EA process including selection of the preferred alignment, crass section 8~ intersection treatments -March 2009 • Present the study findings to Kitchener Environmental Committee -April 2009 ~_ • Public Information Centre#~ -April 2009 • Public Comments Submission -May 2009 • Present the final study findings to the DTS Cvrnmittee-June 2009 • File the Environmental Study Depart with Ministry of Environment for 0 day review period ~ June 2009 • Corr~plete the detailed design, property acquisition -August 2009 • Tender documentation and Tender Award ~ - September~October 2009 • Construction -October 20D9 to November 2010 The above proposed schedule is highly depending upon the land negotiations and acquisition timelines. Further, the City staff and the consultant will work with the CRCA, X1=0 and other agencies to identify the appropriate construction window for the culvert replacement and a suitable construction staging strategy for the rest of the corridor.
