BACKGROUNDIREPORT: From time to time the City is requested to grant permission for certain copyrighted material to be published. Rather than having Council consider each of these requests individually it is recommended that the CAO, in consultation with the City Clerk and the City Solicitor and the appropriate General Managers) be authorized to decline such permission, or to grant it when in his/her opinion the material is substantially in the public realm or of such a general nature that there is no valid reason to withhold such permission. Any permission granted may be subject to the display of a disclaimer on the document when published which shall, in addition to anything else, address the currency of the document, said disclaimer to be satisfactory to the City Solicitor. FINANCIAL IMPLICATIONS: No capital costs are associated with this report. Some copyright holders charge a permission fee. In the case of municipal government documents it is normally in the greater community interest to encourage the wide distribution of information. Therefore we do not propose to charge a permission fee. Jeff Willmer General Manager, Development & Technical Services Lesley MacDonald Director, Legal Services City Solicitor
