Subject: MUTLI-SECTORAL SERVICE ACCOUNTABILITY
AGREEMENT WITH THE LOCAL HEALTH INTEGRATION
NETWORK FOR THE SENIOR DAY AND PEER HELPING
PROGRAMS
RECOMMENDATION:
That the Mayor and Clerk be authorized to execute the Multi-Sectoral Service Accountability
Agreement with the Waterloo Wellington Local Health Integration Network, subject to the
satisfaction of the City Solicitor.
BACKGROUND:
The Senior Day and Peer Helping Programs, which operate out of the Downtown Community
Centre and Rockway Centre, receive a large proportion of funding from the Waterloo Wellington
Local Health Integration Network (WWLHIN). The WWLHIN has requested that The
Corporation of the City of Kitchener enter into a Mutli-Sectoral Service Accountability Agreement
with them by March 31, 2009 in order to maintain funding for these programs.
REPORT:
In the past, the Ontario Ministry of Health and Long Term Care have provided funding for both
the Senior Day and Peer Helping Programs through a service agreement. However, in 2007
the Government of Ontario changed this process and established crown agencies known as
Local Health Integration Networks (CHIN), which are designed to plan, manage and fund the
health care system at the local level. The funding for the Senior Day and Peer Helping
programs is now received from the WWLHIN and any funding agreements must be with this
agency and not the Ministry of Health.

The LHIN, as part of their 2008 accountability agreement with the Ministry of Health, are now
legislated to enter into accountability agreements with each of their provider agencies to
maintain a funding relationship. This new agreement is entitled the Multi-Sectoral Service
Accountability Agreement, and it is a standardized contract for all service providers in Ontario.
The Waterloo Wellington LHIN has formally notified the Corporation of the City of Kitchener of
the requirement to enter into aMulti-Sectoral Service Accountability Agreement commencing
April 1, 2009 until March 31, 2011, in order to maintain funding for the Senior Day and Peer
Helping Programs.
FINANCIAL IMPLICATIONS:
In 2008, the Senior Day and Peer Helping Programs received $399,942 in funding from the
WWLHIN. The Corporation of the City of Kitchener provided an additional grant to these
programs in the amount of $33,857. It is of importance that the Corporation of the City of
Kitchener enter into an agreement with the WWLHIN as over 80% of the budget for the Senior
Day and Peer Helping Programs is funded through this agency.
