BIKEWAY STUDY UPDATE
RECOMMENDATIONS:
That the Mayor and Clerk be authorized to execute the Transportation Demand
Management Agreement with the Province of Ontario for the purposes of updating the
1998 Bikeway Study, said agreement to be to the satisfaction of the City Solicitor.
REPORT:
The City of Kitchener is the recipient of a grant from the Ontario TDM Municipal Grant Program
to update the 1998 Bikeway Study. In DTS Report 08-127 Council committed $45,000 to the
2009 Capital Budget as the City's share of this project. The Province of Ontario has approved
$21,205 to this project through the Ontario Transportation Demand Management Municipal
Grant Program. The provincial funds will be released in accordance with the Province's
Agreement under the Ontario Transportation Demand Management Municipal Grant Program.
The Ontario TDM Municipal Grant Program represents an excellent opportunity to complete the
1998 Bikeway Study Update at a significantly reduced cost to the City. The project is scheduled
to be completed with a final report to Council with a Cycling Master Plan in June 2010. A project
Steering Committee will be struck as soon as the terms of the agreement are met and a request
for proposal for a consultant will be circulated.
FINANCIAL IMPLICATIONS:
An overall budget of $66,205 is required for the completion of this project. This includes the
costs of the consultant, the tender process, costs associated with the public meetings,
advertising and the printing of the final document.
The City's portion of $45,000 has been approved and included in the 2009 Capital budget. The
Province's portion, $21,205, will be paid out at various stages throughout the project.
CONCLUSION:
By entering this agreement with the Province of Ontario, the City will be able update the 1998
Bikeway Study at a significant cost savings for the City. The Bikeway Study Update will be a
catalyst in promoting cycling in the City through enhanced direction and where appropriate,
confirm existing policies/programs, in order to double the modal share of cycling as a
percentage of trips by all modes from 1 % to 2% by 2016 through the promotion, design, funding
and strategic implementation of adequate cycling facilities in the City.
