The request for the noise by-law exemption is only between the hours of 6:00 a.m. to 7:00 a.m. and 7:00 p.m. to 10:00 p.m. for the period March 23, 2009 to November 30, 2009. BACKGROUND: The Region of Waterloo contract for the Bridgeport Bridge and Bridge Street Improvements commenced on March 12, 2009 and is anticipated to be completed by the end of November, 2009. This project includes the following planned work: Redevelopment of 623 Lancaster Street Temporary modular bridge installation Traffic diversion to the temporary modular bridge Bridge rehabilitation, road works, watermain replacement. REPORT: In order to complete the work and minimize traffic disruption for the Bridgeport Bridge and Bridge Street improvements, extended hours and weekend work must take place in order to complete the project in the time allotment. This exemption is requested in order to complete the work as required. The present work that is proposed to date for overnight includes: On the full Easter Weekend from April 10, 2009 to April 14, 2009 Lancaster Street will be closed from Shirk Place to Bridge St with traffic maintained on Bridge Street across the Bridgeport Bridge and all other traffic will be redirected to Shirk Place /Woolwich Street detour. This work is to facilitate construction of the approach roads to the temporary modular bridge. This work has been communicated by letter to all residents and businesses directly affected. These dates were chosen due to the holiday weekend in order to minimize the impact on adjacent businesses and school /daycare operations. SCOPE OF WORK: There are several stages to the Bridgeport Bridge work along with the Bridge Street improvements. These include: Temporary Modular Bridge Installation -installation of the temporary modular bridge across the Grand River at Bridge Street is scheduled to commence around Monday March 16, 2009 and will last for approximately 3 weeks. This function will not require any road closures; however delays to motorists and pedestrians can be expected in the vicinity as the contractor is mobilizing equipment and materials adjacent to both Bridge and Lancaster Streets Traffic Diversion to the Temporary Modular Bridge - to facilitate construction of the approach roads to the temporary modular bridge, Lancaster Street must be closed immediately west of Bridge Street over the Easter weekend, from approximately April 10, 2009 to April 14, 2009. Traffic will be maintained on Bridge Street across the Bridgeport Bridge and redirected to use Shirk Place/ Woolwich Street. Bridge Rehabilitation, Road Works, Watermain Replacement -April to November 2009 - On approximately April 14, 2009 traffic will be diverted onto the Temporary Modular Bridge and onto the primary detour route for the project northbound traffic via Shirk Place and southbound Bridge Street traffic via Hwy 85). The temporary bridge across the Grand River will maintain one lane of traffic in each direction as well as providing a sidewalk. This primary detour is in place while Bridgeport Bridge is rehabilitated, a roundabout is constructed at the intersection of Bridge and Lancaster Streets, resurfacing of Bridge Street from Lancaster to Woolwich Street , road resurfacing and sidewalk installation on Lancaster Street from General Drive to Bridge Street and watermain replacement on Bridge Street from Bloomingdale Road to north of Tyson Drive. TYPE OF NOISE: The majority of the noise will be created by removal of the overlay in the areas of delamination, which will require a saw cut around each area, then scraping and/or chipping off with small jackhammers} the unsound concrete to complete the removal. Other noise will be created by removal of the deck overlay, which will require use of a milling machine, then scraping and/ or chipping off with jackhammers} the unsound concrete to complete the removal. This work will be undertaken during permitted working hours X7:00 a.m. to 7:00 p.m.} at each stage, to prepare for the much quieter waterproofing and paving operations to follow each stage of the work. 2 These additional hours of permitted work are requested to allow for the most impactful work operations to be conducted during the hours of 7:00 a.m. to 7:00 p.m., allowing for less impactful operations such as preparation work, forms preparation and removal and general site clean up to be completed outside of these hours. This less impactful work will not commence before 6:00 a.m. and is expected to go no later than 8:00 p.m. or 9:00 p.m., with the occasional requirement towork until 10:00 pm. Noise protocol will be followed, which covers administrative measures such as scheduling of noisy activities at times of least impact, selection of haulage routes to minimize close proximity to neighbours, and maintaining contact with residents. Additionally, the Region of Waterloo and their consultant have advised that any changes to the work schedule proposed by the contractor will be addressed on its own merits and that any additional noise impacts outside of the permitted hours will require further approval and resident communication, as well as City of Kitchener Council approval. In order to expedite the construction and allow extended hours of work to take place for this project, thereby minimizing traffic impacts, we recommend that this request for a noise by-law exemption be granted. DURATION: Regular working hours will include and are permitted 7:00 a.m. to 7:00 p.m. Monday to Saturday; however the Contractor is requesting to work extended hours when required to complete work sensitive to traffic issues and to benefit the project timelines. Regular extended hours will include 6:00 a.m. to 7:00 p.m. and 7:00 p.m. to 10:00 p.m. Monday to Saturday Sunday work is anticipated to occur between 8:00 a.m. to 5:00 p.m. and would be limited to general clean up and preparation work where formal inspection would not be necessary. No concrete removals would take place on Sunday's in order to limit noise. Work and equipment on Sundays may include the use of: Building and removing access -equipment may include forklift Building and removing formwork equipment may include forklift and hand tools Installing reinforcing bays -equipment may include forklift Removing debris -equipment may include skid steer. All additional work will be assessed by City staff for allowing extended hours and will be defined as a benefit to the project. Council will be notified at least a minimum of 48 hours in advance of the work as the need arises. FINANCIAL IMPLICATIONS: None. COMMUNICATIONS: The Regional Municipality of Waterloo and its contractor will communicate the expectation of extended working hours to area residents and have been actively advising of any changes as they develop. 3 CONCLUSION: In order to expedite the construction and allow extended hours of work to take place for this project, thereby minimizing traffic impacts on these arterial roadways, we recommend that this request for a noise by-law exemption be granted. Some of this information is a repeat of information which you may have previously received, but this letter is an update of some aspects of the project. Scope of WorklDetour The Region of Waterloo contract for the Bridgeport Bridge and Bridge Street Improvements is scheduled to commence on or about March 12, 2009 with completion by the end of November 2009. The contractor being recommended for approval by the Region of Waterloo to complete the work is ConCreate USL Limited. The project includes the following areas of construction: 1) 623 Lancaster Street Redevelopment-closure of Lancaster Street immediately west of Bridge Street on March 12 and March 13 to complete municipal service connections forthe redevelopment of this property. The redevelopment of thisproject isrequired tofacilitatethe overall Regional construction project. Lancaster Street traffic will be detoured around the closure by use of Shirk PlacelWoolwich Street. 2) Temporary Modular Bridge Installation -installation of the temporary modular bridge across the Grand River at Bridge Street is scheduled to commence around Monday March 16, 2009 and will last for approximately 3 weeks. Docs #:513175 Page 1 of 3 Hours of Work Working hours are permitted from 7:00 a.m. to 7:00 p.m., Monday to Saturday; however the Contractor has requested approval from the Region of Waterloo and the City of Kitchener to work extended hours. Staff will assess the request for extended hours and will seek Kitchener Council's approval if there is a defined benefit to the project. Driveway Access The Contractor is required to maintain temporary routes of access to all properties within the construction limits. However, activities such as deep excavations, concrete pouring/curing and asphalt placement will require short-term access restrictions at driveways adjacent to the construction. Where a disruption to a driveway is expected, the Contractor isrequired tohand-deliver a notice at least 48 hours in advance advising of the time and duration of the drivewaydisruption. This notice will also indicate an alternate nearby parking location which the Contractor must arrange for and coordinate whenever a driveway needs to be blocked. Pedestrian Access Pedestrian access will be maintained for the duration of the contract. Where the sidewalk is close to deep excavations or equipment, the sidewalk will be separated from the work area by temporary fencing. Emergency Services Both City of Kitchener and City of Waterloo Fire Departments along with Waterloo Regional Police and Ambulance Service have been advised of the traffic restrictions and detour routes during the construction period. The Region of Waterloo and its Contractor will be in close contact with these emergency services to help ensure that these services are maintained at all times. Garbage and Recycling Collection During construction, we ask that you continue to place your garbage and blue boxes at the end of your driveway for pick-up as usual. When garbage collection vehicles do not have access to your driveway, our Contractor will deliver your garbage and recyclables to a location that has been coordinated with Region of Waterloo, Waste Management Services, and then return the empty containers afterwards. We ask that all residents impacted by this please mark their containers with their address for easy identification. Construction Eauiament Imaact During construction, those properties adjacent to active construction may feel some vibrations from the construction equipment which is normal and expected for this type of construction; however, it should be minor. Please remove light, fragile or delicate objects from shelves when construction activity is taking place adjacent to your property. If you have any concerns regarding vibrations, we ask that you call us immediately so that we may see how the Contractor can modify their operation to reduce the vibration effects. Water Service Shutdowns There will be a brief water service shutdown forthose properties adjacent to the watermain replacement on Bridge Street from Bloomingdale Road to just north of Tyson Drive. A notice of water service interruption will be delivered to the door of those affected a minimum of 48 hours before this required water service shutdown, which is expected to occur during the later stages of the project September/October). The contract documents specify that the City of Kitchener noise by-law is in effect for the duration of Contract work and that construction activity is permissible between lam to 7pm Monday through Saturdays' . In order to complete the Contract work Concreate requests that the noise by-law and working hours be extended to include Sundays from Sam-5pm. Sunday work would be limited to general clean up and preparation work where inspection would not be necessary. No concrete removals would take place on Sunday's in order to limit noise.
