REPORT
Report To: Mayor Carl Zehr & Members of Council
Date of Meeting: 2009-03-23
Submitted By: Dan Chapman, General Manager of Financial Services
Prepared By: Larry Gordon, Chief Purchasing Officer (2214)
Date of Report 2009-03-18
Report No: FIN 09-015
Subject: Prequalification of General, Electrical and Mechanical Contractors
for the Kingsdale Community Centre
RECOMMENDATION
That Council approves a request from Facilities Management to proceed with a prequalification
process to select a minimum of six (6) General, six (6) Electrical and six (6) Mechanical
Contractors to be used for the re-development of the former Patrick J. Doherty Arena to the new
Kingsdale Community Centre.
BACKGROUND
The contractor prequalification process will provide the City with an opportunity to examine the
contractor's project history and their experience in the performance of projects of similar magnitude
and size. The reference checks facilitate the best indication as to the satisfaction of owners on
previous projects. The prequalification process results in a selection process that takes into
consideration quality, innovation, time and costs and results in a greater probability of a successful
conclusion to a project.
Our limited experience with LEED has taught us that contractors who have not been thoroughly
indoctrinated in the process perform poorly for Owners who have committed to implement LEED.
Prequalificationtyill allow us to verify their LEED successes and to identify potential issues.
FINANCIAL IMPLICATIONS
There are no financial implications to the prequalification process.
