Date of Report: March 6, 2009
Report No.: DTS 09-041
Subject: TRANSFER OF FUNDS FROM CAPITAL UNCOMMITTED
INFRASTRUCTURE ACCOUNT FOR ROAD SUFACE
ASPHALT PLACEMENT
RECOMMENDATION:
That Council approve the transfer of $300,000 from the Capital Uncommitted
Infrastructure Account #59500194 to four (4) specific Accelerated Infrastructure Project
Accounts as follows; #56000163 - $10,000, #56000161 - $20,000, #56000184 - $180,000,
#56000190 - $90,000.
BACKGROUND:
As part of the accelerated infrastructure program the surface asphalt on road reconstruction
projects is scheduled for placement at the end of the two year maintenance period. This is done
so that any rectification work can be completed within these two years and further this
procedure prevents visible asphalt patches in the final asphalt roadway surface.
There are four (4) reconstruction projects that require funds to be transferred from the
uncommitted account to complete the cost of the placement of surface asphalt scheduled as
part of the 2009 Annual Roads Resurfacing Program.
REPORT:
In order to complete the surface asphalt placement as scheduled for 2009, it will be necessary
to increase the funding on the following accelerated infrastructure reconstruction projects:
Ahrens/Ellen/Hermie Joseph/Francis/Gaukel/Richmond/VPE
EmmalMoore/Briar Strange/Elm
FINANCIAL IMPLICATIONS:
Account Project Balance Est. Amount Transfer Amount
Remaining Required From Uncommitted
56000163 Ahrens/Ellen/Hermie $62,699 $70,000 $10,000
56000161 Emma/Moore/Briar $6,189 $25,000 $20,000
56000184 Joseph/Gaukel $4,241 $180,000 $180,000
56000190 Strange/Elm - $5,072 $80,000 90 000
Total amount to be transferred from uncommitted $300,000
There are two (2) accelerated infrastructure replacement projects w hich are in a surplus position
and as such a portion of these funds will be transferred back into the uncommitted fund as
follows:
Account Project Balance Amount Transfer Amount
Remaining Required Into Uncommitted
56000165 Heins $141,440 $30,000 $100,000
56000166 Mansion/Luella $612,129 $35,000 570 000
Total amount to be transferred into uncommitted $670,000
The balance in the capital uncommitted infrastructure account (#59500194) as of March 5, 2009
was $5,980,927
The consequence of these requested transfers would result in a net increase of $370,000 to the
capital uncommitted infrastructure account.
CONCLUSION:
The transfer of the requested amounts from the Capital Uncommitted Infrastructure Account will
allow completion of the surface asphalt placement on the abovementioned projects in 2009 as
scheduled.
