BACKGROUND: Transportation Planning was recently advised that a neighbourhood park is being considered for the vacant parcel of land at the intersection of General Drive and Lancaster Street West. As part of our review of the park's proposed location, we have been asked by local residents to review the existing on-street parking regulations on General Drive. Currently, on-street parking is prohibited at anytime on the east side of General Drive from the intersection of General Drive to Lancaster Street West. On-street parking is permitted for a maximum of three (3) consecutive hours on the west side of General Drive, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. REPORT: Concerns have been raised by residents about pedestrian access to the proposed neighbourhood park on General Drive. At the present time, there is no sidewalk on the east side of General Drive. Due to the limited right-of-way and other engineering design constraints, it is not feasible to construct a sidewalk on the east side of General Drive. As a result, it is expected that most park patrons will utilize the existing west sidewalk, and then cross over General Drive to access the park. Transportation Planning is proposing to prohibit parking along the west side of General Drive from Lancaster Street West to a point 62 metres south. This will ensure that this area is kept clear of parked vehicles at all times, thereby maximizing visibility for park patrons crossing the street. z-i Transportation Planning intends to take ~ proactive approach to ir~prov~ng pedestrian safety by addressing the potential problems that an-street parking could create before construction begins an the new park. In February ~~Og, questionnaires were delivered to the affected residents of general Drive and Lancaster street vilest, requesting their opinion regarding a proposal to prahif~it on-street parking vn the west side of general Drive from Lancaster street West to a point fit metres south. Transportation Planning has noted that all of the general Drive residents who responded to the survey are in favour of the parking prohibition. Therefore, in the interest of traffic and public safety and to address the desires of the majority of local residents, Transportation Planning recommends that parking be prohibited at anytime an the west side of general Drive from Lancaster street vilest to a point ~ metres south and that the pity of Kitchener Uniform Traffic sy-law be amended accordingly, FINANCIAL IMPLI~ATI~I~: The approximate cost for signing including installation, far the roadway is ZOO and will betaken from the existing sign maintenance budget. DOI~I~II~NIATION: Residents of general Drive provided direct input regarding this proposal for a parking prohibition through a resident survey that was conducted in February, X009.
