HomeMy WebLinkAboutCSD-09-020 - Donation of Woodlot Lands in Country Hills East Communityl KiTC~~R ' • Community Services Report To: Date of Meeting: Submitted By: Prepared By: INard~s~ Involved: Date of Report: Report No.: Subject: Community Services Committee March 30, 2009 Jim Witmer Director of Operations PeterWetherup Parks Planner Ward 3 March 17, 2009 csD~o9-o20 DONATION OF WOODLOT LANDS IN COUNTRY MILLS EAST COMMUNITY RECOMMENDATION: That the City of Kitchener accepts the donation of 1.63 acres X0.66 hectares of land containing a portion of woodlot located to the rear of 300-322 Fallowfield Drive and described as ,Part 1 of 552-14811 from Carson Reid Homes; and, That the Mayor and Clerk be- authorized to execute the required. documentation to effect the transfer of title, subject to the terms and conditions as are satisfactory to the City Solicitor; and further, That the City of Kitchener issue a charitable donation receipt to Carson Reid Homes for the appraised value of the parcel of land. BACKGROUND: The woodlot is located to the rear of 300-322 Fallowfield Drive ~a multiple-residential site} and adjacent to a future park block ~Blk 6, Stage III ~of 34T-56035} in the Country Hills East Community. REPORT: During the subdivision process, the sub-divider chose to retain the woodlot in private ownership and include it in the proposed multiple residential block as a private open space component. Through the site plan development process, the parcel was identified and would be covered by a conservation easement or it could be conveyed to the City of Kitchener, The woodlot parcel is adjacent to a woodlot conveyed to the City as park through the subdivision process (30T-86035 -Block 6 -Stage 3) and forms a portion of the woodlot. The parcel has been reviewed by our Supervisor of Forestry and feels that it is a good addition to the City owned woodlot. FINANCIAL IMPLICATIONS: The owner will convey the parcel to the City of Kitchener in.exchange for a charitable donation receipt forthe appraised value of the parcel. The wooded parcel will be added to the City woodlot and become part of the open space inventory and be added to the City maintenance schedule. C~MMUNICATI~NS: The woodlot was identified in the Country Hills East Community Plan and a portion was acquired through the subdivision process. The owner, Carson Reid Homes, acquired the development parcel and proposed the conveyance of the woodlot portion through the site plan development process. CONCLUSION: Staff is in support of the proposal to convey the woodlot parcel to the City of Kitchener for inclusion into the adjacent City woodlot. I It fulfills the City's desire to acquire fhe natural heritage feature into public ownership.
