Interests include music/arts community. 1.0 Acceptance of Agenda Items reordered to accommodate arrival of delayed members. ? Agenda accepted as amended. ? 2.0Acceptance of January 20, 2009 Minutes Accepted as circulated. ? DISCUSSION ITEMS 3.0Election of Chair and Vice-Chair for 2009/2010 term Jennifer Breithaupt accepted position as Chair of ACAC (nominated by Len Carter, seconded ? by Alison Burkett). Alison Burkett declined position as Vice-Chair of ACAC (nominated by Len Carter). ? Lawrence McNaught accepted position as Vice-Chair of ACAC (nominated by Alison Burkett, ? seconded by Julie Robbescheuten). Jennifer Breithaupt assumed the Chair. ? ACTION: Chair, Vice-Chair and Committee Secretary to attend orientation session on Thursday, February 26 from 5-6 pm, Conestoga Room, Kitchener City Hall. 4.0 Appointment of ACAC member to sit on Downtown Advisory Committee (DAC) nd DAC meets 2 Thursday of each month in the Conestoga Room. ? Peter Hammond volunteered to serve as ACAC rep to DAC. ? Jamie Vasey volunteered to serve as substitute ACAC rep to DAC, when required. ? 5.0 Appointment of ACAC member to sit on Public Art Working Group nd ?PAWG meets 2 Thursday of each month in the Schmalz Room. ?PAWG oversees public art projects, Artist in Residence program, Rotunda Gallery. ?Alison Burkett volunteered to serve as ACAC rep to PAWG. 1 February 2009 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES Tuesday, February 17, 2009 CITY OF KITCHENER ?Julie Robbescheuten volunteered to serve as substitute ACAC rep to PAWG, when required. 6.0Review of Town Hall on ACAC’s achievements Committee feels that town hall was a success. ? Approximately 140 in attendance. ? Media exposure helped to increase attendance. ? Jamie Vasey successfully served as MC. ? Committee members have generally received positive feedback from attendees. ? Some expected the event to be a forum providing more opportunities to interact/network/ ? have discussions with other attendees. Some attendees incorrectly expected the King Street Theatre situation would be topic of ? discussion (as indicated by the media). This topic was not within the committee’s planned scope of the Town Hall event. If future similar events are contemplated, a larger venue should be considered. ? If future similar events are contemplated, the target audience could be surveyed for input ? on desired content of the evening. 7.0Draft Committee Workplan: Alison Burkett Strategy: Finalize carry-forward projects for the new term based on the 61 CulturePlan II ? recommendations. Reassign recommendations that do not fit within ACAC’s scope. ? Regroup recommendations into 4 categories: ? Complete (do not strike from list; mark as complete to allow for reexamination) o Ongoing (monitor) o To be reassigned to another group o Within ACAC’s mandate; to be included in ACAC’s 2009 work plan and reported on. o ACTION: Staff to include drafting of the workplan on March 2009 agenda. ACTION: Alison Burkett and Cheryl York to document regrouping of recommendations and to report back to ACAC at March 2009 meeting. Terms of Reference (TOR): To be drafted during the first half of 2009. ? One ACAC meeting could be devoted to identifying issues surrounding TOR. ? Ad hoc subcommittee could be struck for purpose of drafting TOR, to report back to ACAC. ? ACTION: April 2009 meeting to be devoted to TOR. 8.0King Street Theatre Centre (KSTC), Coalition Of Performing Artists (COPA) and Bridge Project On a motion made by Jamie Vasey, seconded by Julie Robbescheuten: “The Arts and Culture Advisory Committee (ACAC) supports the City of Kitchener's proposal for the King Street Theatre Centre; and supports the centre's continuation as a performing arts centre; and recommends that if the KW Performing Arts Association accepts the City's proposal, full disclosure of the association's financial status should follow.” Discussion: Council directed staff to consider options to create more time to allow development of ? proposals for the preservation of the King Street Theatre Centre as a community theatre arts space, and to act as facilitators to assist both in securing more time and in proposal development by meeting with the KSTC Board and the broader arts community. 2 February 2009 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES Tuesday, February 17, 2009 CITY OF KITCHENER City submitted a proposal to the KSTC by the deadline. City currently provides $50,000 to ? KSTC in the form of an annual grant. City’s proposal outlined conditions that KSTC would have to meet. COPA submitted a proposal to KSTC (in concert with KW Multicultural Centre), tied to a grant ? proposal to Rotary Dream Home. Proposal touched on CulturePlan II recommendations and Prosperity Council support. Many groups working together under COPA, including JM Drama (could lead the management of the centre), MT Space, Lost and Found Theatre. KW Multicultural Centre also involved with COPA under the Bridge Project, which could assist in diversifying audiences. COPA to strike fundraising committee as necessary. JM Drama supports maintaining the KSTC. Registry Theatre acts as an incubator; as groups ? outgrow the Registry, they can graduate to KSTC. Rehearsal space is an important function of KSTC which would be missed if theatre closes, as ? is shared office space. Financial parts of proposals to KSTC were difficult to complete, as very little information ? was available on the organization’s financial situation. MOTION CARRIED INFORMATION ITEMS 9.0Update on decisions by email: Cheryl York Votes resulting in a decision must be done by committee members in attendance at meetings ? to promote discussion of issues relating to committee mandate, and to encourage sharing of differing views. If quorum is lacking, discussion can still take place, but a vote cannot. ? Advisory committee volunteers are expected to attend meetings and participate in the ? decision making process. The use of email may cause absenteeism. Administrative matters can be handled by surveying members by email. ? Chair can call a special meeting for the purpose of making a decision, when required. ? The work plan (when complete) will help committee members identify meeting dates when ? critical decisions will be required. In a bind, a conference call could suffice, as it does not discourage discussion. ? ACTION: Staff to inquire of Clerk’s about the use of proxy votes. 10.0Cultural Mapping Project; Joint Advisory Committees Meeting Cities of Kitchener, Waterloo, Cambridge, Region of Waterloo and Townships collaborating ? on this project. Goal is to develop an integrated region-wide community cultural data base for use by ? municipalities and mapping protocols for use by general public. Grant from Canadian Heritage received. ? Consultant hired. ? ACTION: A joint meeting of arts advisory committees to be scheduled. Consultants will introduce the Cultural Mapping project and encourage discussion. 11.0Council Report: Councillor Kelly Galloway Kitchener to participate in “Earth Hour” in March. ? 12.0Members’ Updates Civics Research Cooperative: This not-for-profit community-based research group is ? conducting a feasibility study on a Centre for Community Innovation and Design in the Region of Waterloo. 3 February 2009 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES Tuesday, February 17, 2009 CITY OF KITCHENER This group plans to bring people together to share ideas on nurturing and inspiring creativity, innovation, collaboration. Possibilities for consideration include a co-location facility for entrepreneurs, artists, community groups, businesses and small organizations; a community design centre with in- house resources, staff and support; a centre that includes offices as well as exhibit, meeting and studio space. ACTION: Staff to invite this group to attend March, 2009 meeting as a delegation to present further information on its initiatives. Factory: Andy Warhol exhibit at Children’s museum: until April 19, 2009. ? Third Thursdays at Globe Studios: All invited to attend. February 19, 2009, 6-10 pm. ? March Third Thursday may feature a performance by Jamie Vasey. STRUNG at the Registry Theatre: String ensemble performs on February 18, 2009. ? KW Musical Productions: Secured licensing rights to present “The Wedding Singer” in the ? spring at University of Waterloo’s Theatre of Arts. Lost and Found Theatre: Presenting “Impossible Worlds” at the Registry Theatre on May 21, ? 2009. KW Art Gallery: Presenting art talk with Fastwurms on March 10, 2009. Janine Antoni will ? speak at the Perimeter Institute May 13, 2009 7:30 pm. March break arts camp still has space available.
