Subject: EXEMPTION TO CHAPTER 450 (NOISE} - KITCHENER
GOSPEL TEMPLE
RECOMMENDATION:
That an exemption to Chapter 450 (Noise} of the City of Kitchener Municipal Code be granted to
the Kitchener Gospel Temple at 9 Conway Drive for their community Carnival and BBO on
Saturday April 11, 2009, between the hours of 11:00 A.M. and 5:00 P.M..
BACKGROUND:
The Kitchener Gospel Temple at 9 Conway Drive is holding their community Carnival and BBO
on Saturday April 11, 2009, between the hours of 11:00 A.M. and 5:00 P.M.. The events
include music, games and the use of a megaphone. There is the potential for some higher then
normal noise levels to be experienced during the event. As such, they have applied for an
exemption to Chapter 450 (Noise} for the event. A copy of their request is attached.
REPORT:
This event has taken place on at least 3 previous occasions. By-law Enforcement staff are not
aware of any complaints received as a result of this event.
The organizers typically distribute information throughout the community prior to the event to
promote attendance and advise the area residents of when it is taking place.
FINANCIAL IMPLICATIONS:
None identified at this time.
COMMUNICATIONS:
No Corporate Communications required.
CONCLUSION:
Based on the circumstances surrounding this event, the By-law Enforcement Division does not
object to this request for an exemption.
