SUBJECT: ENVIRONMENTAL COMMITTEE WORK PLAN (2009/2010)
RECOMMENDATION:
That the Environmental Committee Work Plan (200912010), as attached to Corporate
Services Department report CRPS-09-039, be approved.
BACKGROUND:
In accordance with the recommendations of the 2008 Advisory Committee Review, the
Environmental Committee, with the assistance of staff, were required to develop and implement
a work plan for the coming term. Accordingly, at the January 15, 2009 meeting, members were
requested to provide suggestions on the types of things that they would like to see the
Environmental Committee accomplish in the coming term. Staff then developed a draft Work
Plan based on the Committee's identified goals, objectives and priorities as well as the goals,
objectives and priorities of the City's Planning Division.
REPORT:
At the March 19, 2009 meeting, the Committee considered the draft Environmental Committee
Work Plan (2009/2010), which describes the various initiatives to be pursued in the coming term
along with a proposed timeline for completion. Each strategic direction proposed in the Work
Plan is linked to one or more of the themes outlined in the City's Strategic Plan for the
Environment, being:
1. Natural Heritage System & Recreational Amenity Areas;
2. Water Resources;
3. Air Quality;
4. Land Resource & Growth Management;
5. Energy Systems;
6. Resource Consumption & Waste Management; and,
7. Environmental Education & PublicAwareness.
Linking the Work Plan to the Strategic Plan ensures that the actions undertaken by the
Committee are consistent with the City's overall environmental objectives.

Recognizing that volunteers bring a wide variety of skills, knowledge and experience with them,
the Work Plan is primarily composed of objectives, which are fulfilled through members acting
as Environmental Committee liaisons to a particular initiative. This in turn provides the member
with meaningful work that suits their skills and goes beyond merely discussing issues at a
Committee meeting. In addition, it allows for a rewarding and challenging community-oriented
volunteer experience for all those interested in promoting environmental awareness and
stewardship. In general an Environmental Committee liaison will:
serve as a communication link between the Committee and a particular Sub-committee,
Taskforce and l or Working Group;
• provide guidance, support and advice when lwhere appropriate;
assist with research, activities, report preparation and correspondence when needed;
• if required, they will attend the appropriate Standing Committee meeting to present the
Committee's recommendation; and,
• maintain a positive working relationship with the other volunteers.
During the development of the Work Plan, members volunteered for the following liaison
positions:
• 2 members were appointed as liaisons to the Earth Day 2009 Organizing Committee;
3 members agreed to act as liaisons to the Community Environmental Improvement
Grant Sub-Committee;
3 members were appointed as liaisons to the Air Quality in Kitchener Plan Sub-
committee; and,
• 1 member was named as the liaison to the Kitchener Natural Areas Program.
The Work Plan also provides for the appointment of Environmental Assessment (EA) liaisons on
an as needed basis. Any member appointed as an EA liaison would act as the Committee's link
l representative to a specific EA public advisory committee. In addition to the various
Committee liaison positions, the Work Plan includes provisions for updating the Air Quality in
Kitchener report in 2010; and, undertaking an annual review of the Community Environmental
Improvement Grant program's criteria to ensure that it continues to sufficiently meet the needs
of the Committee.
The draft Work Plan has been attached to this report as Appendix A and the Environmental
Committee is requesting Council's endorsement of the recommendation outlined herein.
