SUBJECT: ON-STREET PARKING DUKE STREET WEST
RECOMMENDATIONS:
That the existing one (1) hour parking time limit on the south side of Duke Street West from
a point 76 metres west of Louisa Street to a point 13 metres west thereof, and the existing
"No parking anytime" area on the south side of Duke Street West from Louisa Street to a
point 76 metres west thereof be deleted from the Uniform Traffic By-law; and further,
That the Uniform Traffic By-law be amended to read "No parking anytime" on the south side
of Duke Street West from Louisa Street to Shanley Street.
BACKGROUND:
In 2007, Duke Street West was reconstructed between Wellington Street North and Shanley
Street. This reconstruction project resulted in changes being made to the width and locations of
residential driveways along the street, which reduced the space available for on-street parking.
According to the City of Kitchener's Uniform Traffic By-law #2007-138, there is still a small area
along the south side of Duke Street West that is designated as a one (1) hour parking area.
However, as a result of the road reconstruction, this parking area no longer exists.
REPORT:
The one (1) hour parking area on Duke Street West was put in place many years ago to allow
short-term on-street parking for patrons of a small convenience store located on the corner of
Duke Street West and Shanley Street. However, the convenience store closed several years ago.
During the road reconstruction, anearby driveway was widened, reducing the size of the one (1)
hour parking area into a curb segment that is no longer of sufficient size to constitute a legal on-
street parking space. As a result, City crews did not reinstall signs marking the one (1) hour
parking area following the road reconstruction.

Transportation Planning does not feel that this former parking space is required anymore, due to
the closure of the convenience store. Staff have determined that the parking needs of this area
can be adequately accommodated in the existing on-street parking areas. Therefore, in order to
ensure that the City of Kitchener Uniform Traffic By-law matches the posted regulations on the
street, Transportation Planning recommends that the existing one (1) hour parking area from a
point 76 metres west of Louisa Street to a point 13 metres west thereof, be changed to no parking
anytime, and that By-law #2007-138 be amended accordingly.
COMMUNICATIONS:
The abutting property owner has been notified in writing of this proposed by-law amendment
and has been advised of the DTS meeting date.
FINANCIAL IMPLICATIONS:
The signs marking the parking area were removed during the road reconstruction project in
2007 and not reinstalled. As a result, there will be no additional costs incurred.
