SUBJECT: Development Charges Study Update
RECOMMENDATION:

BACKGROUND:
On March 2, 2009, representatives from Hemson Consulting provided an overview of the City’s
approach to developing a new Development Charges Background Study and By-Law in
advance of the expiry of the current By-Law in 2009. This report and presentation will build on
that overview and provide additional information with respect to the growth forecast, draft
growth-related capital program and preliminary rate calculations.
REPORT:
The purpose of this report and attached presentation is to update the City’s Finance and
Corporate Services Committee on the progress of the City’s new Development Charge (DC)
Background Study and associated By-Law. The presentation will be made by consultants from
Hemson Consulting, who have been retained by the City to assist with the study process.
The items to be covered will include the draft population growth forecast and a summary of
growth-related capital programs by service area. Preliminary development charge rates will
also be introduced along with a rate comparison to other municipalities. The consultants will
also use this opportunity to provide Council with an update on the policy review process.
Finally, the results of ongoing consultations with industry stakeholders will be summarized,
along with the next steps and the time line to complete the work.
No specific direction is being sought from Committee at this time.

COMMUNICATIONS:
Three stakeholder sessions have been held to date. Staff introduced the material forming this
presentation to the stakeholder group on Friday, April 17 and will continue to review the material
with stakeholders at a fourth meeting later this week.
Stakeholder feedback, draft policies and specific recommendations will be brought forward as
part of a draft DC Background Study presentation to FCSC on May 11. A public meeting to
consider the Development Charges Background Study and By-Law is scheduled for June 1,
with ultimate adoption of a By-Law slated for June 15, 2009.
