SUBJECT: E09-021 - Consultant Services - Extension of Block Line Road
RECOMMENDATION:
That Expression of Interest E09-021, Consultant Services - Extension of Block Line Road, be
awarded to Aecom Canada Ltd., Kitchener at their estimated fee of $878,678.16., including a
contingency of $76,076.08 and G.S.T., based on a satisfactory contract being negotiated and an
upset fee being established, and further that the Mayor and City Clerk be authorized to execute
an agreement satisfactory to the City Solicitor.
BACKGROUND:
The City completed a Class Environmental Assessment for the Block Line Road extension from
Homer Watson Boulevard to Courtland Avenue in February 2001. The first phase of
construction, between Homer Watson Boulevard and Hanover Street, has been completed. The
second phase, from Hanover to the Hanson Avenue extension is planned for construction this
summer (2009). This project is for the final phase and will complete the design and construction
through to Courtland Avenue. This phase of the project is the most substantial, as it includes
the intersection at Courtland Avenue and the construction of a bridge structure to span the
existing GEXR/CNR and CPR tracks, as well as Schneider Creek.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established
consisting of B. Korah, Manager Development Engineering, J. Prince, Design & Construction
Engineer, K. Carmichael, Supervisor of Traffic and Parking, and L. Gordon, Chief Purchasing
Officer.

Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and
the internet through the Ontario Public Buyers Electronic Tendering Information System relative
to this project. Documents were downloaded by fourteen (14) interested parties. By the closing
date of Wednesday March 4th, 2009, five (5) responses had been received. The Review
Committee met on Friday March 13th, 2009 to review the submissions. A shortlist of three (3)
Consultants was selected for further interviews.
The Review Committee met on Thursday March 26th, 2009 to interview the shortlisted
candidates. The Committee elected to award the project to AECOM Canada Ltd., Kitchener.
