City recognizes value of volunteers, appreciates the efforts and skills volunteers bring to

advisory committees
Volunteering adds to the quality of life we enjoy in our community

An advisory committee is a group sharing common goals; decisions should be made together
?
Chair must ensure all voices are heard
?
Group should ensure that all committee members feel comfortable sharing opinions
?
All committee members should feel that they were involved in the decision
?
Consensus is not appropriate for all decisions (when deadlines are tight, if issues are not
?
contentious, if majority rule does not ensure a wise decision)
Consensus advantages:

Learn from others’ experience

Sharing ideas inspires other ideas

Helps us remember that we share a common goal

Committee Work Plan
The following documents were distributed:

Plan for a Healthy Kitchener (governs City’s programs and services, provides Vision and
Strategic Direction)
?
Chart showing status of CP II recommendations (recommendations that have been
addressed were checked off, others were reassigned as out of ACAC’s scope, remainder
left for ACAC to consider addressing)
?
Draft work plan organized in Clerk’s template aligning CP II recommendations with Vision
and Strategic Direction from Plan for a Healthy Kitchener
?
Terms of Reference (TOR) review (#1):
Required of all City advisory committees; to be presented to Council by fall, 2010
o
Exercise will help new members understand ACAC’s role
o
To be considered by whole committee, not subgroup
o
ACAC will use existing TOR as a starting point for discussion
o
TOR could recommend that written reports are used to disseminate information to
o
group, rather than explanations at ACAC meetings
TOR could include guidelines on number of meetings that members can miss
o
without forfeiting committee membership
Inclusion issues and youth membership to be considered as part of review
o
ACTION: Terms of reference review to be included on April 2009 ACAC agenda.
ACTION: ACAC members to review committee’s existing Terms of Reference prior to
April 2009 ACAC meeting and consider what new Terms of Reference document
should include. Staff to send email reminder to ACAC members to this effect.

ACAC members as liaisons with artists and arts organizations (#2):
Could be both a proactive and resource role
o
Encourages communication and promotion of ACAC
o
Could be a voluntary role; not all members required to participate
o
ACAC members could potentially present information at constituency meetings
o
A one-page handout explaining who ACAC is and what it has done could assist
o
members in this initiative
ACTION: Staff to craft this one-page document

Board Governance Training Workshop (#3):
Should ACAC offer Board of Governance training workshop in 2009, with all Tier 1
o
art grant recipients to be invited
Could be a pilot for an annual workshop—all Tier 1 grant recipients could attend
o
Not all Tier 1 groups require this type of training
o
A good idea, but already provided by other groups in the community, including
o
Volunteer Action Centre, Leadership Waterloo, and WLU.
May be beyond ACAC scope
o
Instead of offering training, ACAC could recommend that all Tier 1 groups requiring
o
it should pursue this type of training.
ACTION: Staff to forward to ACAC list of groups receiving Tier 1 grants.

Examine whether multicultural empowerment (CPII recommendation # 21-25) is a
priority for City to address (#7):
ACAC did not consider this task at the meeting.

Are organizations like The Working Centre and KW Multicultural Centre able to

provide information about their services that would deepen the discussion of multi-
cultural empowerment?

Examine whether Youth Art Network (CPII recommendation # 26) is a priority for
2009. Invite staff from report on Youth Strategy Status (#8)

Examine whether Supplemental Art in School systems (CPII recommendation # 29) is
a priority for City to address (#9)

Consider if Tier 1 Grant Organizations should be required to keep audience statistics
(#10):
This suggestion has already been referred to Community Services staff working on

the multi-year finding agreement template for Tier 1 grant recipients, so no need for
ACAC to consider further.

Examine if Arts Week (CPII recommendation # 55) remains a priority for City, given
Ontario Arts Council’s spOtlight weekend and other local major arts festivals (#11):
ACAC did not consider this task at the meeting.

Examine priority of recommendations dealing with arts facilities and cluster
development (CPII recommendations # 57-59) (#12):
ACAC did not consider this task at the meeting.

Receive annual report from City on ongoing CPII recommendations-continuing to

provide input and support as needed (#15):

Public Art Working Group (PAWG) Report:
PAWG considered the following issues at its March 12 meeting:
?Country Hills Library Public Art:
Project Terms of Reference and Call for Entry are close to completion
o
Open to Waterloo Region artists
o
Budget is $12,000
o
Very little space for public art, art to be located indoors
o
PAWG and library negotiating appropriate location for art; to be determined by end of
o
month
Once location established, then Call for Entry to be released
o
Charles and Benton Parking Garage:

Project Terms of Reference and Call for Entry are close to completion
o
Independent of Speaker’s Corner project; although this project’s Terms of Reference
o
provides information on Speaker’s Corner project
Budget is $85,000

Artist in Residence (AIR) Program Review:

6.0Downtown Advisory Committee (DAC) Report: Peter Hammond
DAC considered the following issues at its March 12 meeting:

Safe and Healthy committee working towards 25% poverty reduction in 5 years
?
Library parking issues
?
U of W Pharmacy School open house on Aril 17 and 18
?
Go Transit update: Breslau and downtown possible locations
?
DAC formed sub groups to consider Terms of Reference and Downtown Strategic Plan
?
King Street Landscaping:
Schedule has been determined
o
Store owners not pleased
o

King Street TV:
Kitchener will be the only municipality with this feature
o
Cube to be tested in April, up and running in May, launch could coincide with spOtlight
o
weekend
This project provides opportunities for not-for-profit groups to promote their arts events
o
to the public
Other municipalities may wish to promote their cultural/tourism activities on the Cube,
o
perhaps a barter system could be used to share promotional opportunities with other
municipalities
A committee will be struck to select work to be displayed on Cube; PAWG will have
o
input
ACTION: Staff to advise Don Chapman, Manager, Special Events that ACAC, PAWG and DAC be
consulted/invited to participate in a brainstorming session on the Cube project, as these
Advisory committees all have a stake in the Cube project.

7.0Council Report: Councillor Kelly Galloway

Market rebranding:
On a motion made by Jamie Vasey, seconded by Julie Robbescheuten:
“A public logo design competition to support the rebranding of the market be explored.”
MOTION CARRIED
Discussion:
Part of the effort to make the market sustainable all week long, make it welcoming,
o
and attract more vendors.
Going forward to Council on Monday, March 23
o
Consultant created two logo options that were provided to the public for
o
consideration.
A design competition, open to the public may have built more community
o
involvement, interest and ownership in the process.
ACAC willing to participate as part of the selection committee if a design competition
o
is pursued
ACTION: ACAC members to contact Councillor Galloway with comments and suggestions on
the Market rebranding issue.

Surplus Parklands:
City is considering declaring some parkland as surplus and will sell it. Public
o
meetings will be scheduled.

Parks Masterplan open house events (public welcome to comment):
March 24, 7-9 pm, Kitchener Memorial Auditorium Complex

March 28, 9-12 pm, Lion’s Arena
o
