CITY OF KITCHENER
The Arts and Culture Advisory Committee met this date, chaired by Michael Galloway, with the following members
present: Ron Green, 3ennifer Breithaupt, Sher DiCiccio, Denis Pellerin, Peter Hinchcliffe, Peter Harris, 3oe Pavia,
Virginia MacDonnell Eichhorn, Erina Harris, Don Chapman, Lori Palubeski
1. WELCOME AND APPROVAL OF MINUTES FROM DECEMBER 2003
A motion was made by Ron Green to approve the minutes from the 3anuary meeting. All were in favour;
carried.
GUEST: Michelle Schurter, Downtown Development, Special Projects Officer
Michelle attended the meeting to provide an update on Downtown Development. She circulated and
reviewed information on the Downtown Development vision and roles and responsibilities of staff.
· Downtown Development is an area unto itself; it is not part of Economic Development or any other
area.
· Staff from Downtown Development work with staff from other areas in the City to co-ordinate projects.
· ACAC asked to be kept informed of current projects in order to provide input on the planning process,
if they deem it appropriate.
· DD staff is looking at publishing a monthly newsletter to let people know what's happening in the
downtown.
· Michelle suggested that ACAC identify what the group would like to have input on and invite staff from
different areas to attend ACAC to discuss the various projects being developed downtown.
ACTION:
(i) Michelle will be added to the distribution list to receive ACAC minutes. Staff from DD
will be invited to ACAC meetings if it is deemed necessary.
(ii) Larry Masseo, Manager of Planning's Design and Development, will be invited to attend
the March ACAC meeting to discuss downtown corridors.

BUSINESS ARISING
Use of French Language in the Downtown - Denis
Denis noted that he had a concern with the name of the condos being built that are attached to the new
farmer's market. He felt that "La Marche' does not reflect the city's culture and suggested that, when
landmark projects such as the Farmer's Market are undertaken, culture and heritage be considered. Tt was
noted that the Farmer's Market is owned by the City and by Barrel Works, in partnership and the condos
are owned by a private developer and are called "La Marche' to reflect the building's design.
Following discussion, Denis made a motion that the Arts and Culture Advisory Committee reinforce to
Council and City Administration, that whenever large projects are developed within the city, that the
culture and heritage of the area be considered. All were in favour; carried.
3oint Meeting with CDC - Sher
Stephen Preece will be asked to facilitate the meeting between ACAC and the Waterloo Cultural
Development Committee. Ttems to be discussed at the September ACAC meeting will be deferred to
October and the September meeting will be devoted solely to the joint meeting between Kitchener and
Waterloo groups.
ACTION:
Erina, Betty Recchia (Waterloo) and one co-chair of each of the Kitchener and Waterloo
committees will meet to begin organizing the September meeting.

New Committee Appointment - Lori
A report (circulated with the current agenda) went to Community Services Committee requesting that
Rahim's resignation be accepted and that Martin be appointed to ACAC. Both requests were accepted and
Martin is now an official member of ACAC.

REPORTS
PAWG Report- Virginia
· Revisions to the % of Art policy have been finalized. The revisions will be presented to ACAC and then
a report will be prepared and forwarded to CSC (Community Services Committee).
· There will be an exhibit by four women artists in the Rotunda Gallery in March. The opening is on
March ! from 2-4 pm.
· Submissions for the 2003 Artist-in-Residence program are being received.
· The work of artist Tan Newton is on display in the Rotunda Gallery.
DAC Report - Denis
The next meeting will be on February 13. A report will be given to ACAC at the March meeting.
CDC Report - Sher
· The CDC Terms of Reference have been reaffirmed.
· The City of Waterloo is conducting a program/facility review.
· Glen Allison has resigned from the Clay and Glass Gallery. The gallery is currently undergoing a
strategic planning process.
· An Art Stabilization Committee has been formed (see Ttem 4.3 of the 3anuary ACAC minutes). Martin,
as a member of the Stabilization Committee will attend committee meetings and report back to ACAC.
Staff Reports
Arts & Culture - Erina Harris
· A meeting will be held on February 12 regarding funding for public art for the Farmer's Market. Erina
will report to ACAC in March.
· Four local women artists have been booked for March in the Rotunda Gallery.
· The 3ail and Governor's House have been confirmed for Doors Open. Denis suggested that more
central sites (downtown) should be considered for this event. Members were asked to forward any
further suggestions to Erina by February 21. Erina will then forward suggestions to Heritage Kitchener.
· High schools have been asking for space in the Rotunda to hold a student art show. St. Mary's held
one last year in the Rotunda that was very well attended. The students received an in-kind grant for
space usage because they were working with ACAC. Erina will draft criteria for high school art exhibits
to be discussed at the March ACAC meeting.
4.4.2 Special Events- Don Chapman
(i) Word on the Street
At a national meeting held last week, it was announced that $35,000 is available to help launch a
new adult literacy project. ACAC was requested to consider options for new, adult-oriented
projects that could be undertaken. Members were asked to contact Don by February 21 with
suggestions.
(ii) Cultural Storefront
Preliminary discussions will have to take place now that Council has given budget approval and
partners have been identified. The storefront will be housed in the former Strand restaurant - the
venture will be re-evaluated after one year. Lori will advise ACAC members of discussion meeting
date should members want to attend.

Arts and Culture - Lori Palubeski
A copy of the Community Services Committee report regarding the Regional Arts, Culture and Heritage
Master Plan was sent to members with the ACAC meeting agenda. The report identified issues/concerns
regarding the plan. The plan will be revised and presented to Regional Council in May. Consideration is
being given to hiring a staff person in 2004 to implement the Master Plan.

OTHER
Items from Martin DeGroot
· The Waterloo Regional Arts Council is compiling a new Arts Directory which will be available in early
Fall. Forms are available on the website for anyone wanting to be included.
· WP, AC has been invited to host the 2004 May Community Arts Ontario conference. The host group is
responsible for both organizing and funding the event. Martin will report at the March ACAC meeting
on whether it's been approved.
· Funding has been received from Trillium to the 2005 Choral Festival, the theme of which is the human
voice in all its manifestations ie. singing, speaking, etc. The intention is to hold the festival every two
years alternating with the Open Ears Festival.
