BACKGROUND: The City requires the services of Civil Engineers and a Landscape Architect to provide design and documents in order to tender the Consolidated Maintenance Facility site work. The firms selected will need to be particularly diligent with respect to environmental considerations given the nature of the program and the sensitive nature of the site, due to its' location and soil characteristics. REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional ServiceslConsultants, a Consultant's Review Committee was established consisting of H. Gross, Director of Project Administration, L. Proulx, Project Construction Manager, W. Sleeth, Landscape Architect, and S. Rudak, Buyer The estimated cost of the project was less than $100,000. The significant increase in cost over the estimate was due to the requirement for the consultant design for salt storage in lieu of design/buildlprefab to better accommodate the City's needs, as well as a significantly more complex snow storage area design and approvals process and a more complex site grading/approvals process resulting from the requirements of the overall SWM and scoped EIS reports prepared by the developerfor development of the site. Expressions of Interest were requested from five (5) known Consulting Engineering Firms. By the closing date of Friday, March 27t", 2009, three (3) responses had been received. The Review Committee elected to interview all three respondents. The Review Committee met on Tuesday April 28t", 2009 to interview the shortlisted candidates. The Committee elected to award the project to MTE Consultants Inc., Kitchener. A listing of the responding parties follows foryour reference.
