SPECIAL COUNCIL MINUTES
MAY 11, 2009 CITY OF KITCHENER
A special meeting of City Council was held at 6:10 p.m. this date, chaired by Mayor C. Zehr with all
members present except Councillor B. Vrbanovic.
Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant
to Chapter 25 (Council Procedure) of the Municipal Code.
Council considered two recommendations arising from the Finance & Corporate Services Committee
meeting this date regarding the business license for Spreitzer Meats, 128 Bedford Road.
Moved by Councillor J. Smola
Seconded by Councillor G. Lorentz
“That the Decision of the Licensing Tribunal attached to Corporate Services Department report
CRPS-09-057, on the matter of the application to renew a business licence under Chapter 563
(Meats) of the Municipal Code for Spreitzer Meats Ltd.., 128 Bedford Road, be adopted.”
Carried.

Seconded by Councillor G. Lorentz
“That the 2009 business licence for Spreitzers Meats Ltd., 128 Bedford Road be referred to a
Licensing Hearing.”
Carried.
Council considered Financial Services Department report FIN-09-051(L. Gordon), dated May 4, 2009,
concerning Expression of Interest E09-022 – Consultant Services – Civil & Landscape – Consolidated
Maintenance Facility.
Moved by Councillor G. Lorentz
Seconded by Councillor K. Galloway
“That Expression of Interest E09-022, Consultant Services – Civil and Landscape for the
MTE Consultants Inc., Kitchener
Consolidated Maintenance Facility, be awarded to at their
estimated fee of $310,979.71, including disbursements of $7,401.15 and G.S.T., based on a
satisfactory contract being negotiated and an upset fee being established; and further,
That the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.”
Carried.
Council considered Corporate Services Department report CRPS-09-072 (R. Gosse), dated May 6,
2009, concerning a vacancy on the Kitchener Public Library Board.
Moved by Councillor K. Galloway
Seconded by Councillor C. Weylie
“That Bev Glenn-Graham be appointed to the Kitchener Public Library Board for the remainder
of the current term ending November 30, 2010.”
Carried.
Mayor C. Zehr advised of an additional item for in-camera discussion this date regarding a personal
matter.
Moved by Councillor K. Galloway
Seconded by Councillor G. Lorentz
“That an in-camera meeting of City Council be held this date to consider a land acquisition /
disposition / litigation or potential litigation matter and a personal matter.”

“That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and
proceedings of the Council and that the same be taken as read a first, second and third times, be
finally passed and numbered 2009-075 by the Clerk.”
Carried.
On motion the meeting adjourned at 6:11 p.m.
