SUBJECT: T09-008 -Dixon Street, Plymouth Road and Carlin Avenue -Road
Reconstruction
RECOMMENDATION:
That tender T09-008, Dixon Street, Plymouth Road and Carlin Avenue -Road Reconstruction,
be awarded to G.R.T. Excavating Ltd., Woodstock, Ontario at their corrected tendered price of
$3,546,161.46, including provisional items and contingencies of $282,275. and G.S.T., and
further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the
City Solicitor.
BACKGROUND:
The infrastructure for the above noted project has generally reached the end of its' useful life
and requires full replacement. This reconstruction project includes Dixon Street (Eckert Street
to Garwood Crescent) 820 m long, Carlin Avenue (Dixon Street to Cornell Avenue) 80 m long
and Plymouth Road (Dixon Street to Doon Road) 580 m long. The project will be completed in
two phases. The first phase will include the reconstruction of Dixon Street and Carlin Avenue
and be completed in 2009. The second phase will involve the reconstruction of Plymouth Road
and be completed in 2010.
REPORT:
Tenders were advertised publicly in The Record, The Daily Commercial News, on the City of
Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering
Information System. Twelve (12) potential bidders picked up tender documents, and by the
closing date of Thursday April 30th, 2009, seven (7) tenders had been received.
The low bid submitted by Amico Infrastructures (Oxford) Inc., Woodstock, Ontario was
incomplete, declared non-compliant and was rejected.
Five of the tenders received contained arithmetic errors that have been corrected as shown
below.
The tenders were reviewed by J. van Schubert of The Walter Fedy Partnership, the City's
Consultants for the project, and M. Memon, Design & Construction Project Manager, who
concur with the above recommendation.

Sanitary Sewer (46%), Waterworks (31 %) and Capital out of Current (23%).
