HomeMy WebLinkAbout2009-04-14 CYCLING ADVISORY COMMITTEE MINUTES APRIL 14, 2009 CITY OF KITCHENER The Cycling Advisory Committee met this date commencing at 4:04 p.m. Present: Messrs. T. Kenyon, Chair, and B. Forwell, Vice-Chair Messrs. S. Burek, D. Class, D. Hilker, N. Meheš and T. Müller Staff: Mr. R. Schirm, Committee Administrator, Mr. P. Wetherup, Parks Planning, Ms. K. Reinert, Recorder Regrets: Councillor J. Gazzola, Mr. J. Alexander, Mr. B. Laube and Ms. P. Ji-Taylor Mr. R. Schirm, as a follow-up to the last meeting, advised that Mr. J. Alexander will be able to th continue as a member on this committee but is unable to attend today’s meeting and the June 9 meeting. Decision will need to be made at a later date whether to replace Ms. S. Anderson. Mr. Brian Scott, event co-ordinator with the City of Kitchener, will attend a future meeting to inform the committee of what is happening in the downtown and he would be the conduit for whatever events this committee would like to hold. th The critical mass event held last year had an excellent turn out and will be held this year on April 24 starting at 4:00 p.m. from the band shell in Waterloo Park and will end in Victoria Park. That the minutes of the March 10, 2009 meeting be approved with the following change: 1 d) be changed to Maintenance with Winter Maintenance becoming a sub-heading under the Maintenance heading. Motioned by Mr. D Müller Seconded by Mr. D. Class WORK PLAN 2. Mr. John Hill was on hand to continue where the committee left off from the last meeting. 2. Advocacy – cont’d c) Develop external partnerships Public Health, Region, Waterloo, Cambridge, province, federal government ? d) NGO’s Cycling group conference/gathering -- Commuter Challenge ? 4. Policy – Develop Cycling Master Plan a) Work with the City of Kitchener and consultants to develop cycling master plan b) Integrate existing and future trails into easy to use network c) Direct and safe cycling network through city ? Investigate options other than bike lanes and trails ? Cycling boulevards, sharing the road makings, etc. d) Specific connections identified ? Add Waterloo spur line to list of specific trail and road objectives OTHER BUSINESS 3. i) Discussion took place on setting up an informal cycling event that would not only include the municipalities and the region but also invite participants from RIM, the universities, and the public and private sectors. The event would be held to promote networking and synergy amongst cycling enthusiasts and would commence with a ‘meet and greet’ from 6:00 to 7:00 p.m. with pizza scheduled for 7:00 p.m., followed by five or six key contact people introducing themselves mostly for information purposes. It was also suggested to have three or four different areas where displays and/or demonstrations could be set-up. Mr. D. Class suggested that a 10 question (multiple choice and open-ended) survey be given to attendees to encourage their participation and it could also provide useful information for the committee for a presentation to Council in the future. The survey could be handed out during the ‘meet and greet’ along with obtaining email information from the attendees. CYCLING ADVISORY COMMITTEE MINUTES April 14, 2009 - - CITY OF KITCHENER 4 OTHER BUSINESS – cont’d 3. th i) The cycling event will be scheduled for the evening of June 4 which coincides with the week of the Commuter Challenge. ACTION: Mr. R. Schirm will check into a location that will house 100 to 200 people; preference would be the Victoria Park Pavilion, or other venues such as the City Hall rotunda, university or the auditorium. ACTION: . The cycling event will beadded to the agenda for the next meetingPlease Email ideas for topics and suggestions prior to the next meeting. ii) Mr. R. Schirm indicated that the request for proposal for the Cycling Master Plan is almost complete and that Mr. T. Kenyon and Mr. B. Forwell will sit on the working group along with Mr. P. Wetherup, himself and representatives from the Planning and Engineering divisions. The consultant should be in place by the beginning of June and the Cycling Master Plan should be complete by this time next year. Discussion took place and if there are any specific, minor trails or bicycle repair areas identified by committee members that should be done this year, please send the information to Mr. R. Schirm who will direct the information to the applicable staff member; if there is a true safety concern, Mr. P. Wetherup stated that it will be addressed immediately. ADJOURNMENT On motion of Mr. D.
