BACKGROUND: In accordance with the recommendations of the 2008 Advisory Committee Review, Heritage Kitchener, with the assistance of staff, were required to develop and implement a work plan for the 2009110 term. At the January 6t", February 3rd, and March 3rd meetings, members were requested to provide suggestions on the types of things that they would like to see Heritage Kitchener accomplish in the coming term. Staff then developed a draft work plan based on the Committee's identified goals, objectives and priorities as well as the goals, objectives and priorities of the City's Planning Division. REPORT: Heritage Kitchener was established pursuant to Section 28. (1) of the Ontario Heritage Act (OHA) to advise and assist Council with matters relating to Part IV and Part V of the OHA. In addition, the OHA stipulates that where Council has appointed a municipal heritage committee, it is legislatively required to consult with that committee prior to undertaking certain actions provided for in that Act. Therefore, unlike other advisory committees, the legislative parameters prescribed to Heritage Kitchener narrows the scope of the items that can be pursued through a work plan. Notwithstanding the Committee's legislative responsibilities, the Heritage Kitchener 2009-2010 Work Plan identifies a number of strategic directions, themes, visions, initiatives, and actions. Each action is associated with a proposed timeline, group responsible for implementation, priority level, and budget limitations. With respect to priority, each action has been assigned a 1, 2 or 3, which are defined as follows: Priority 1 -action identified as: a critical component of heritage planning function; a legislated requirement (e.g. Heritage Permit Applications, Planning Act applications, B.7-1 etc.); apre-established commitment /deadline 1 timeline for completion; and/or, a built heritage resource that may be under potential threat; Priority 2 -action identified as: not a legislated requirement; is somewhat time sensitive; and/or, Heritage Planning staff are not the lead for the action; and, Priority 3 -action identified as: not critical to the heritage planning function (e.g. action will not result in the loss of cultural heritage resources if it is not completed); dependent on the completion of other initiatives; and/or, dependent on workload. In order to move these priorities forward, members of Heritage Kitchener have volunteered to serve on the following sub-committees: 1. Listing & Designation Priorities Sub-committee; 2. Heritage Awareness Sub-committee; 3. Municipal Heritage Register Field Teams; and, 4. Municipal Heritage Register Evaluation Sub-committee. The objective of the first Sub-committee is to identify listing priorities for the Municipal Heritage Register process. The second Sub-committee was established to work on a variety of heritage awareness programs, such as: the Heritage Showcase display; heritage section of the City's website; Mike Wagner Heritage Awards; and, the Heritage Walking Tours. During the development of the work plan, the Municipal Heritage Register was identified as a number one priority by both Heritage Kitchener and Heritage Planning staff. Accordingly, the last two Sub-committees relate to the implementation of the 4-Step process approved by Council for adding non-designated properties of cultural heritage value or interest to the Register. The draft Heritage Kitchener 2009-2010 Work Plan has been attached to this report as Appendix `A' and the Committee is requesting that Council endorse the recommendation outlined herein.
