Presenting information on a feasibility study for Centre for Community Innovation and Design in the Region of Waterloo. Ontario Trillium Foundation funds study. ? Potential clients/tenants: environmentally and socially conscious non-profits, community ? groups, entrepreneurs, businesses, artists/arts groups Centre’s mandate: reduce costs, offer quality space, nurture innovation, collaboration and ? creativity, offer a home or centre of excellence for innovative and creative people, facilitate community economic development and learning, support positive change Deliverables: feasibility study, partnerships and capacity to carry this project forward, ? knowledge and information sharing Approach: collaborative, participatory and broad ? Progress to date: outreach, consultations, research, network building, lots of interest and ? support Upcoming activities: participatory design workshops, community event in June, ongoing ? research, partnership building ACAC is invited to: join the network (http://civics.ca), complete the survey (coming to web ? site soon), connect Civics Research Cooperative to others, offer expertise, insights, ideas, suggestions, become a partner… DISCUSSION ITEMS 4.0Feasibility study for Centre for Community Innovation and Design in the Region of Waterloo The committee discussed the following: ? A survey is being planned to collect input regarding needs, wants and desires of the proposed centre’s target market ? Goal is to build on preexisting groups/services, rather than duplicating efforts ? Civics Research Cooperative is investigating suitable spaces while considering a model of connected centres. Districts of services may make sense. Adaptive reuse of heritage building(s) is attractive. ? Income could be generated through grants, rent, and other mixed models. 1 April 2009 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES Tuesday, April 21, 2009 CITY OF KITCHENER ? Services to be shared could include: bookkeeping, accounting, information technology, human resources 5.0Terms of Reference (TOR) review: The committee undertook a review of its Terms of Reference document, as mandated by the 2008 Advisory Committee Review. Staff distributed a draft document, based on the existing TOR, for the committee to consider. The following items were discussed: ? The TOR language should be broad, to allow the document to be flexible and remain timely ? That ACAC serve as a resource to the arts community for the purpose of networking and information sharing. ? That ACAC network with other advisory committees to share best practices ? How will ACAC bring forth ideas as a group? ? Is it appropriate for ACAC to initiate ideas, as an advisory committee? ACAC has no budget. o ACAC does not undertake programming. o ? Should TOR provide a mechanism for reporting back to the community? ? Following a committee member’s two unexplained absences, chair to contact committee member and request an affirmation of commitment or resignation. Ad hoc nominating committee available to all advisory committees to fill vacancy. ? Quorum should remain 6 members. ? ACAC to deliver report to Council on activities once every two years. ? PAWG remains a permanent subcommittee of ACAC, and considers AIR, Rotunda Gallery and Public Art Program. ? ACAC to discuss and ratify PAWG recommendations, rather than merely approve. ? PAWG’s recommendations require context for ACAC to properly consider them. ? Should ACAC have a role in the drafting of Call for Entry documents? This would assist the committee in understanding the end-product of a project. PAWG does this. ? ACAC expressed concern about “rubberstamping” PAWG recommendations. ? The current hierarchy of approvals slows down the process. ACTION: Staff to send TOR to committee members electronically prior to next meeting ACTION: Staff to check maximum number of terms of service permitted. ACTION: Staff to put jury selection process on next PAWG agenda (May 21). ACTION: TOR discussion to continue at future meeting. INFORMATION ITEMS 6.0Work Plan (review timelines) Copy of work plan handed out; item deferred to future meeting ACTION: Staff to include work plan (review timelines) on May agenda 7.0Public Art Working Group Report (PAWG): Staff ? Minutes of April PAWG meeting distributed nd ? PAWG meetings now take place on third Thursday of each month (previously on the 2 Thursday) ? PAWG has reviewed the Artist in Residence program (AIR). PAWG recommendations: Mandate, funding and selection process to remain unchanged o Annual appointment, rather than May to October o 2 April 2009 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES Tuesday, April 21, 2009 CITY OF KITCHENER Interaction with the community is key, rather than location (location not provided; o no physical space) Former Artist in Residences found programming/interaction the most meaningful part o of the program. Setting up a second studio was onerous and unproductive for creative work. Raise AIR profile o Open to all types of artistic practices, not visual artists only o AIR program is suitable for mid-career, rather than emerging artists o Call for entry to be revised for committees’ consideration. o ? ACAC voiced concern over the lack of location for AIR. City Hall is an appropriate “home” for the program. ? Could ACAC provide support for PAWG’s AIR recommendations with the caveat that space be allocated to the program? ? Could AIR program be located in other community facilities, or move annually from one community centre to another? ? Further discussion is required. 8.0Downtown Advisory Committee (DAC) Report: Peter Hammond Brief report, as DAC rep was unable to attend meeting. The following items were on the DAC agenda Civic District o Centre Block o Long term parking strategy o ACTION: DAC and PAWG committee reps to notify committee administrators and their subs when unable to attend meetings. 9.0Council Report: Councillor Kelly Galloway ? Market rebranding: Going forward with new logo o Banquet kitchen and community room to be added as income generators. o Workshop space, retail space and co-op market to be introduced to bring people in o during the week. ? New City of Kitchener signage on 401 approved. ? Centre Block: deferred. DAC, Kitchener Business Improvement Area, Economic Development Advisory Committee expressed concerns regarding the proposed phases of construction. ? Kitchener Public Library: underground parking garage approved. ? Surplus Parklands: Staff is driving a report on disposing of surplus lands, as a means of income o generation/cost savings. Four public meetings are scheduled. o Email comments to: landdisposition@kitchener.ca o ?
