Subject: CIVIC DISTRICT VISION AND MASTER PLANS
RECOMMENDATIONS:
That City Council endorse the proposed Civic District Vision and Master Plan; and further,
That City staff (Chief Administrator's Office, Development and Technical Services, and Community
Services) be directed to work with the Civic District Visioning Team to:
i. act on the items identified under'Implementation', including the development of business
cases where individual items require funding or additional approvals; and,
ii. develop partnerships (including neighbourhood associations, Region of Waterloo,
Province of Ontario, Government of Canada, major educational institutions, private
sector, and others who have an interest and potential role that is consistent with the
greater vision); and,
iii. develop a proposed model, including funding opportunities, for the implementation of the
comprehensive master plan.
BACKGROUND:
With City Council's endorsement, The Centre In The Square, Kitchener Public Library, Kitchener-
WaterlooArt Gallery and The Registry Theatre (Civic District Visioning Team) undertook in September
and October 2007 a public visioning process for the Civic District. Through a survey, focus groups, public
meetings, and a design charette, the public was invited to identify new opportunities for programming and
land use in the Civic District. The results of that visioning exercise were reported to Development and
Technical Services Committee at its November 19, 2007 meeting.
Subsequently, at its meeting held November 26, 2007 City Council passed the following resolution:
That the City of Kitchener endorse the development of a greater vision for the Civic District, based on
the findings of the visioning exercise, that is focussed on enhanced arts, cultural, educational and
related uses within the Civic District, to be presented to Council for approval at a later date; and
further,

(i) a comprehensive plan,
(ii) partnerships (including neighbourhood associations, Region of Waterloo, Province of
Ontario, Government of Canada, major educational institutions, private sector, and others

(iii) a proposed model forthe implementation of the comprehensive plan.
This report updates Council on the development ofthe Civic District vision and master plan, seeks
endorsement of the vision, and seeks approval to initiate implementation of the plan, including the
development of business cases where individual items require funding or additional approvals.
REPORT:
In early 2008 the Civic District Visioning Team prepared a draft vision and design principles for the Civic
District based on the public consultation and design charette undertaken in the Fall 2007.
To further refine the vision and identify potential opportunities for collaboration and new projects an
extensive series of stakeholder consultations was conducted throughout 2008. This included meetings
with stakeholders in the arts, education, business, and government, as well as citizens and
neighbourhood association representatives.
The Visioning Team also provided input to the City's long term parking strategy, the parking proposal for
the Kitchener Public Library development, and the Region's rapid transit study.
A refined vision was presented at a public open house on April 7, 2009 attended by 56 people. It was
shared with the Downtown Advisory Committee and posted on the Centre In The Square and Kitchener
Public Library web sites for additional public input.
Throughout this process we have challenged the public and other stakeholders to "Imagine the
Possibilities". They not only imagine, they strongly endorse developing the Civic District as a focal point
of cultural and intellectual activities. There continues to be a high level of support and enthusiasm for the
proposed Civic District plan. The Vision and Master plan are viewed as real assets to the neighbourhood
development and an opportunity to enrich lives, enhance arts and culture, and contribute to the economic
health of the City and Region.
We heard from stakeholders that:
• for outdoorspaces to succeed indoor uses and programming should flow outdoors
• sustainable funding opportunities forthe operations and programming ofthe district need to be
explored
• service needs (access to loading docks, police access) must be balanced and integrated with
pedestrian connections
• a coordinated approach to public art in the Civic District is desirable
• enhanced green spaces and places to sit are welcome features
• the plan to develop underground parking solutions with above ground urban green spaces is a
good approach
• it is important to address accessibility, crime prevention and safety, and green building features
through the design process
• the development must involve partnerships between cultural organizations, the business
community, the educational community, government and citizens.
The Civic District Vision and Master Plan included in Appendix A represents the culmination of all
feedback received to date. It outlines guiding principles, design principles and design specifics. It offers
a conceptual long term plan and suggested steps for implementing that plan.

The Vision acknowledges that the Civic District has all the right ingredients to become the centre of arts
and culture in Waterloo Region. It already houses four of the Region's cultural cornerstones: Centre In
The Square, Kitchener Public Library, Kitchener-Waterloo Art Gallery and the Registry Theatre. The
Vision emphasizes the need for careful, thoughtful planning and a commitment to excellence. It is driven
by a desire to offer an experience that can educate and enrich people's lives and foster broader, more
creative community interaction.
Council's approval of the Vision and continued development of the implementation plan will advance this
project from imagining the possibilities to realizing the vast potential of the Civic District.
FINANCIAL IMPLICATIONS:
No new or additional budget requests are associated with the recommendations in this report.
COMMUNICATION:
Public meetings and opportunities to participate in the Civic District visioning and master planning
process have been advertised on the Visioning Team's web sites, in our facilities throughout the city, in
theatre programs, and through the local media and neighbourhood association. In addition, participants
have had the opportunity to register for our mailing list.
CONCLUSION:
Through extensive stakeholder consultation the Civic District Visioning Team has completed the
development of a greater vision and master plan for the Civic District. It is a vision which focuses on
enhanced arts, cultural, educational and related uses within the District. By endorsing the Vision and
approving the continued development ofan implementation plan, Council moves one step closerto
achieving its Plan for a Healthy Kitchener. A vibrant Civic District will make Kitchener a better place to
live.
