BACKGROUND: Transportation Planning has received a request from a business of Belmont Village to review the existing parking regulations in Belmont Village. The concern indicated that the current two (2) hour parking limit within Belmont Village is not best serving the businesses of the Village. REPORT: At the present time, parking is permitted on the north side of Belmont Avenue from a point 100m west of Glasgow Street to a point 59m west thereof and from a point 97m east of Union Boulevard to a point 46m east thereof for a maximum period of two (2) hours. Further, parking is permitted, though angled parking spaces, on the south side of Belmont Avenue from Rock Avenue to the City of Kitchener westerly limits for a maximum period of two (2) hours from 8:OOam to 6:OOpm, Monday to Friday, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. The concern is that the two (2) hour time limit makes it very difficult for patrons of Belmont Village to find available short term parking. It has been suggested that a mixture of short term 30 minute, one (1) hour and two (2) hour parking time limits would better service patrons and businesses. 2-1 Transportation Planning conducted a field survey, through informed discussions with the majority of business operators in Belmont Village to determine the preliminary parking needs of each business. From this, the following changes are recommended for both the north side and south side of Belmont Avenue. These recommendations are intended to better serve all users of Belmont Village. Please refer to the attached plan outlining existing and proposed parking regulations. Be advised that the reconstruction of Belmont Avenue will slightly revise the parking provisions for Belmont Village, by providing additional parking supply on the north side of the roadway. Proposed regulations for this additional north side parking is to maintain the two (2) hour limit, while providing the proposed 30 minute limit to better accommodate short-term delivery/pickup requirements for the Village users. The results from the survey are as follows: In favour of mixed time limit parking throughout Belmont Village 19 (82%) In favour of leaving the current regulation as is 4 (18%) TOTAL 23 (out of 80 - 29% responded) 2-2 Based on the results of the survey, Transportation Planning is recommending that the parking regulations be changed from the 2 hour time limit to a mix of 30 minute, 1 hour and 2 hour time limits. Lane Designation at the Intersection of Belmont Avenue at Glasgow Street The current lane designation westbound on Belmont Avenue at the intersection of Glasgow Street, is as follows left turn lane, through lane, and a shared through /right turn lane. There are currently two (2) westbound receiving lanes on the west leg of the Belmont Avenue and Glasgow Street intersection. With the reconstruction of Belmont Avenue between Glasgow Street and Union Boulevard (Belmont Village), changes to the lane configuration on the westbound lanes will see a reduction from the current two (2) lanes to a single receiving lane on the west leg of the intersection. Therefore changes are required to the westbound approach at Glasgow Street to accommodate the reduction of one (1) lane west of the intersection. Transportation Planning recommends that the right lane westbound on Belmont Avenue at Glasgow Street be designated as aright turn only lane. FINANCIAL IMPLICATIONS: The approximate cost for signing including installation is $5,000 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: The businesses of Belmont Village provided direct input on this parking proposal through the parking survey. Additionally, this parking proposal was presented at the 2nd public meeting for the reconstruction of Belmont Avenue within the Belmont Village. General consensus at this public meeting also indicated support for this parking proposal.
