Weylie, Chair, with the following members present: Mayor C. Zehr and Councillors B. Vrbanovic, M. Galloway, G. Lorentz, J. Smola and J. Gazzola. Officials Present: Ms. L. MacDonald, Ms. C. Ladd, Ms. J. Billett and Messrs. D. Mansell, J. Willmer, G. Borovilos, R. Browning, J. McBride and K. Carmichael. 1. DTS-03-033 - ST NEW CUL-DE-SAC STREETS CREATED BY CLOSURE OF OLD KING AMENDMENTS TO UNIFORM TRAFFIC BY-LAW CHICOPEE-GRAND RIVER WARD The Committee was in receipt of Development and Technical Services Department report DTS- 03-033 dated February 14, 2003 dealing with a recommendation to amend the City's Uniform Traffic By-law in order to list new cul-de-sac streets created by the closure of Old King Street. On motion by Mayor C. Zehr - it was resolved: "That Schedules 1 ("No Parking") and 10 ("Through Highways") of the Uniform Traffic By-law be amended to reflect the following list of roadways that have been cul-de-saced south of Weber Street due to the permanent closure of old King Street necessitated by the Highway 8 widening: · Ross Avenue · Wilfred Avenue · Dellroy Avenue · Arlington Boulevard · Fergus Avenue · new KinzieAvenue." = DTS-03-031 - MARGARET AVENUE BRIDGE RECONSTRUCTION AMENDING AGREEMENT TO PROFESSIONAL CONSULTING SERVICES AGREEMENT WITH MUIRTEC INC. BRIDGEPORT-CENTRE WARD The Committee considered Development and Technical Services Department report DTS-03- 031 dated February 11, 2003. The report deals with the provision and cost of consultant / engineering services pertaining to the Margaret Avenue bridge reconstruction. It was noted in the report that initial costing was based on rehabilitation; however, the project has changed radically such that the bridge is now being reconstructed and the estimated construction costs in that regard have increased. The professional fees with respect to this reconstruction require adjustment as outlined in the staff report. Mr. D. Mansell advised that the project will require closing of the Margaret Avenue overpass for a period of approximately 18 weeks during the summer months and gave assurance that appropriate notification would be given to the general public regarding re-routing plans. On motion by Councillor J. Smola - it was resolved: "That subject to the satisfaction of the City Solicitor, the Mayor and Clerk be authorized to execute an Amending Agreement, with MuirTec Inc. regarding certain amendments (including fees) to the Professional Consulting Services Agreement entered into with MuirTec Inc. dated November 25, 2002 for the provision of consultant/engineering services for the Margaret Avenue Bridge Evaluation and Rehabilitation, as set out in Development & Technical Services Department report DTS-003-031 ." DEVELOPMENT & TECHNICAL SERVICES COMMITTEE MINUTES MARCH 3~ 2003 3. DTS-03-038 - - 32 - CITY OF KITCHENER MIDDLE STRASBURG CREEK ON LINE FLOOD CONTROL STRUCTURE (WEIR) REQUEST TO WAIVE CONSULTANT SELECTION PROCESS AND RETENTION OF A CONSULTANT FOR A CLASS ENVIRONMENTAL ASSESSMENT ACTIVA - HURON SUBDIVISION, DRAFT PLAN 30T-01201 SOUTH WARD The Committee considered Development and Technical Services Department report DTS-03- 038 dated February 3, 2003. It was noted in the report that no development can take place in the Activa - Huron Subdivision 30T-01201 until such time as the Middle Strasburg Creek On Line Flood Control Structure (Weir) has been constructed in accordance with the recommendation of the Strasburg Creek Master Watershed Plan. Activa has requested the City waive it's normal consultant selection process and retain Stantec Consulting Limited as it's consultants to undertake a Class Environmental Assessment for the proposed on line flood control structure (weir) on Strasburg Creek. It was also noted that Activa will frontend the cost of this work and will receive applicable credit back from development charges with their building permit application. In response to Councillor J. Gazzola, Mr. Mansell advised that an independent consultant is not recommended as work required to complete preliminary studies has already been undertaken by Stantec at substantial costs to Activa. He advised that the documented studies will be provided to the City at less than market value, representing significant savings for municipal taxpayers whereas, an independent consultant would undertake its own studies resulting in additional costs and delay of the project by approximately 6 to 8 months to repeat work already completed. On motion by Mayor C. Zehr - it was resolved: "That the normal procedure for the selection of consultants be waived and Stantec Consulting Limited be retained, as the City's Engineering Consultant to undertake an Environmental Assessment, Middle Strasburg Creek On Line Flood Control Structure (Weir), required for the development of Activa-Huron Subdivision 30T-01201 as well as upstream lands, at their upset fee of $19,275.00 (excluding G.S.T.)." SSD-03-005 - PRESENTATION RE - CITY OF KITCHENER LURE BROCHURE DIRECT MAIL CAMPAIGN The Committee considered Strategic Services Department report SSD-03-005 dated February 21, 2003 dealing with the City's Lure Brochure / Direct Mail Campaign prepared by the Economic Development Division. Copies of the City's Lure Brochure and a companion brochure dealing with the Downtown core, were distributed this date. It was noted in the report that the brochures will act as important economic development marketing tools to promote the City as a prime investment location and highlight potential of the Downtown core to attract new business to the area. Mr. G. Borovilos commented that the Lure Brochure contains statistical data illustrating how Kitchener compares to economic levels of other metropolitan areas within the Province and in Canada, and the Downtown brochure acts as a complementary piece. He noted that the 2 brochures can be used in concert or independently to promote Kitchener as a good investment location. Mr. Borovilos further advised that a Direct Mail Campaign is planned to target approximately 1,600 potential clients and focus of the campaign will be based on 4 strategic directions contained in the Division's Economic Business Plan (to be tabled in the near future), being: the Downtown, employment lands, brownfield development and City-owned assets. On motion by Councillor J. Gazzola - it was resolved: "That Strategic Services Department report SSD-03-005 (City of Kitchener Lure Brochure/Direct Mail Campaign) be received." DEVELOPMENT & TECHNICAL SERVICES COMMITTEE MINUTES MARCH 3~ 2003 5. DTS-03-037 - - 33 - CITY OF KITCHENER HOSPITAL AREAS PERMIT ONLY PARKING - RESULTS AND RECOMMENDATIONS CHICOPEE-GRAND RIVER WARD, FOREST-ROCKWAY WARD AND WEST-VICTORIA PARK WARD The Committee considered Development and Technical Services Department report DTS-03- 037 dated February 19, 2003 prepared as a result of direction given by Council on December 9, 2002 to implement a 'Permit Only Parking' program on residential roadways in the areas of the 3 Kitchener Hospitals, being: St. Mary's, Grand River and Freeport. It was noted in the report that affected residents were surveyed to solicit their views regarding the proposed program, with the program to be implemented on those roadways where the majority of responding residents were in favour of the proposal. The program will require signing changes that prohibit hospital generated public parking, while permitting visitors of residents to park on-street through the use of Residential Visitor Parking Permits. Each single family household residing on roadways participating in this program will be provided with 2 visitor permits. It was also noted in the report that results of surveys indicate majority support for 'Permit Only Parking' for the immediate area of both St. Mary's and Grand River Hospitals, with areas further from these hospitals being in favour of maintaining existing on-street parking regulations. The residents in the area of Freeport Hospital supported maintaining existing on-street parking regulations. Mr. K. Carmichael advised that since writing of the staff report, additional changes prompted by further neighbourhood responses are now proposed for the St. Mary's and Grand River Hospital areas "Permit Only Parking" programs, as follows: · St. Mary's Hospital area - to be limited to the hours of 8:00 a.m. to 8:00 p.m. daily, with existing parking regulation maintained at all other times. · Grand River Hospital area - to be implemented on two sections of York Street and one section of Gildner Street only; - to be limited to the hours of 8:00 a.m. to 6:00 p.m., Monday to Friday, with existing regulations to be maintained at all other times. Mr. Carmichael further advised that implementation of the programs will result in the reduction of approximately 213 public on-street parking spaces in the St. Mary's Hospital area and 42 spaces in the Grand River Hospital area. In response to Councillor C. Weylie, Mr. Carmichael advised that lost permits are intended to be replaced at no cost to the resident; however, staff will monitor replacement requests to determine if any abuse of the program occurs. In response to requests from Councillors J. Gazzola and C. Weylie, Mr. Carmichael agreed to circulate a follow-up letter detailing implementation of the program to all households originally surveyed and ensure occupants as well as owners receive the notification. Mayor C. Zehr inquired if the hospitals had been notified of plans to implement permit parking. Mr. Carmichael advised that the hospitals are aware of parking issues and have taken steps to address hospital staff parking problems. In this regard, it was noted that a new staff parking lot is currently under construction for St. Mary's Hospital and Grand River Hospital has initiated a shuttle bus system from the Uniroyal site for its employees. Mr. Tom Howard, a resident of Mount Hope Street, attended in opposition to the 'Permit Only Parking' program proposed for implementation on Mount Hope Street between Park Street and York Street. Mr. Howard circulated a petition this date signed by residents of Mount Hope Street requesting that the permit program not extend into evenings or weekends; however, he pointed out that the majority of the petition respondents while accepting of a limited timeframe, would prefer that existing parking regulations be maintained without change. In this regard, Mr. Howard questioned how changes outlined this date affect Mount Hope Street. Mr. Carmichael advised that in view of resident opposition it is now being recommended that permit parking not DEVELOPMENT & TECHNICAL SERVICES COMMITTEE MINUTES MARCH 3~ 2003 - 34 - CITY OF KITCHENER 5. DTS-03-037 - HOSPITAL AREAS PERMIT ONLY PARKING - RESULTS AND RECOMMENDATIONS CHICOPEE-GRAND RIVER WARD, FOREST-ROCKWAY WARD AND WEST-VICTORIA PARKWARD (CONT'D) be implemented on Mount Hope Street and accordingly, existing parking regulations as currently applied to the street would be maintained. Ms. Deborah Vandyk, a resident of Patricia Avenue, attended to question if parking on both sides of Patricia Avenue as permitted under current regulations, would continue to be allowed during the time period permit parking is not in effect. She noted that the program as proposed designates one side of the street as a 'no parking anytime' zone and would result in loss of parking spaces for area residents if implemented. Mr. Carmichael confirmed that existing regulations on Patricia Avenue would be maintained outside the time period permit parking is in effect. Councillor C. Weylie advised that the Committee's recommendation would be considered by City Council at its meeting to be held on Monday, March 17, 2003 and at the request of Councillor J. Gazzola, Mr. Carmichael agreed to circulate changes made this date to affected area residents prior to the Council meeting. At the request of Councillor G. Lorentz, it was agreed to revise the staff recommendation to include provision for the following: notification to affected residents that any abuse of the program would result in Residential Visitor Parking Permits being revoked and not replaced; incorporation of changes as outlined by staff this date, including issues raised respecting Patricia Avenue; monitoring and immediate reporting of any serious problems associated with the program; and full review of the program within one year from implementation. On motion by Councillor G. Lorentz - it was resolved: "A. That the following sections of roadways in the St. Mary's Hospital area implement the 'Permit Only Parking' program, as outlined in Development and Technical Services Department report DTS-03-037: · Belmont Avenue West- Marlborough Avenue to Queens Boulevard · North Drive- Marlborough Avenue to Queens Boulevard · Patricia Avenue - Highland Road West to Spadina Road West · Van Camp Avenue- Highland Road West to Spadina Road West · Garden Avenue - Highland Road West to Spadina Road West · Spadina Road West- Belmont Avenue West to Patricia Avenue · Belmont Avenue East- Queens Boulevard to South Drive · South Drive - Queens Boulevard to Belmont Avenue East · Barclay Avenue- Queens Boulevard to Glen Road · Pleasant Avenue- Queens Boulevard to Glen Road · Binscarth Road - Barclay Avenue to Pleasant Avenue · Glen Road - South Drive to Pleasant Avenue · Rex Drive- Queens Boulevard to Glen Road · Marlborough Avenue - Belmont Avenue West to North Drive; and, That the St. Mary's Hospital area 'Permit Only Parking' program be in effect during the hours of 8:00 a.m. to 8:00 p.m. daily; and further, That existing parking regulations be maintained during evening hours after 8:00 p.m. daily, including parking on both sides of Patricia Avenue. That the following sections of roadways in the Grand River Hospital area implement the 'Permit Only Parking' program, as outlined in Development and Technical Services Department report DTS-03-037: DEVELOPMENT & TECHNICAL SERVICES COMMITTEE MINUTES MARCH 3~ 2003 - 35 - CITY OF KITCHENER 5. DTS-03-037 - HOSPITAL AREAS PERMIT ONLY PARKING - RESULTS AND RECOMMENDATIONS CHICOPEE-GRAND RIVER WARD, FOREST-ROCKWAY WARD AND WEST-VICTORIA PARKWARD (CONT'D) · York Street- Union Boulevard to west limit · York Street- Union Boulevard to Mount Hope Street · Gildner Street- Park Street to York Street; and, That the Grand River Hospital area 'Permit Only Parking' program be in effect during the hours of 8:00 a.m. to 6:00 p.m., Monday to Friday; and further, That existing parking regulations be maintained during evening hours after 6:00 p.m., Monday to Friday and all day on weekends. That the existing on-street parking regulations in the Freeport Hospital area remain in place. That each single family household residing on the roadways recommended to implement the 'Permit Only Parking' program be provided, on an annual basis, with two (2) Residential Visitor Parking Permits at no cost to the residents; and further, That all eligible households be advised that any abuse of the program will result in Residential Visitor Parking Permits being revoked and not replaced. E. That the Uniform Traffic By-law be amended accordingly. That the 'Permit Only Parking' programs in the hospital areas be monitored, with any serious problems reported immediately to the Development and Technical Services Committee; and full review of the programs be undertaken within one year of implementation." DTS-03-030 - WATERLOO REGION EMERGENCY SERVICES TRAINING AND RESEARCH COMPLEX (WRESTRC) - UPDATE The Committee was in receipt of Development and Technical Services report DTS-03-030 dated February 11, 2003 prepared for information only for the purpose of providing an update with respect to the development of the Waterloo Region Emergency Services Training and Research Complex (WRESTRC). 7.
