SUBJECT: T09-019 -Samuel, Simeon, Hohner -Road Reconstruction
RECOMMENDATION:
That tender T09-019, Samuel, Simeon, Hohner -Road Reconstruction, be awarded to Steed
and Evans Limited, Heidelberg, Ontario at their tendered price of $2,278,500., including
provisional items and contingencies of $208,165. and G.S.T., and further that the Mayor and
City Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND:
The infrastructure for the Samuel/Simeon/Hohner Reconstruction project has generally reached
the end of its' useful life and requires full replacement. This reconstruction project includes
Samuel Street between Frederick Street and Krug Street, Simeon Street between Frederick
Street and Bingeman Street and Hohner Avenue between Lancaster Street East and Samuel
Street. The project will be completed in two phases. The first phase will include the
reconstruction of Samuel Street and be completed in 2009. The second phase will involve the
reconstruction of Simeon Street and HohnerAvenue and be completed in 2010.
REPORT:
Tenders were advertised publicly in The Record, The Daily Commercial News, on the City of
Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering
Information System. Eight (8) potential bidders picked up tender documents, and by the closing
date of Thursday May 28t", 2009, five (5) tenders had been received.
Two of the tenders contained arithmetic errors which have been corrected.

The tenders were reviewed by S. Mitchell, The Walter Fedy Partnership, the City's Consultants
for the project, and M. Memon, Design & Construction Project Manager, who concur with the
above recommendation.

** Any surplus funds will be returned to Uncommitted (59500194) which are projects funded
by Sanitary Sewer (46%), Waterworks (31 %) and Capital out of current (23%)
