SUBJECT: AUTHORIZATION TO EXECUTE AN AGREEMENT WITH
THE PROVINCE RE CIVIC SQUARE PARKING
STRUCTURE
RECOMMENDATION:
That the Mayor and Clerk be authorized to execute an agreement with the Ontario Realty
Corporation acting as agent on behalf of Her Majesty the Queen in Right of Ontario as
represented by the Minister of Energy and Infrastructure, regarding the Civic District
Parking Structure Initiative; said agreement to be satisfactory to the City Solicitor,
BACKGROUND:
On March 23, 2009, Council approved the development of an underground parking structure
with 412 parking spaces, more or less, as part of the Kitchener Public Library Main Branch
expansion. The Province, the Region and the Library all need parking in this area and they
came to the table to participate in the construction of a garage.
REPORT:
The Province has agreed to contribute cash in lieu in the amount of $7,000,000 for 200 spaces
to be located in the civic district parking structure provided the City is willing to construct and
manage the required 200 spaces. The original approval granted by Council contemplated a
Letter of Understanding between the City and the Province. The Province has subsequently
prepared an Agreement for signature by the parties and it is reflective of the City's
understanding on this matter.
FINANCIAL IMPLICATIONS:
This Agreement solidifies the financial contribution of $7,000,000 by the Province.
CONCLUSION:
It is requested that the above resolution be approved by Council so that the Agreement can be
executed.
