HomeMy WebLinkAboutDTS-09-088 - On-Street Parking - Glasgow StJ KITC~~R De~elopment& Technical5ervrces REPORT T0: Development & Technical Services Committee DATE OF MEETING: June 22, 2009 SUBMITTED BY: John McBride, Director of Transportation Planning PREPARED BY: Jeramie Lewis, Traffic Technologist WARD(S) INVOLVED: Ward 6 DATE OF REPORT: May 29, 2009 REPORT NO.: DTS-09-088 SUBJECT: GLASGODU STREET - ON-STREET PARKING RECOMMENDATIONS: That the on-street parking regulations on Glasgow Street between Fischer Hallman Road and University Avenue be changed to "No Stopping Anytime" on the south side from University Avenue to a point 196 metres east thereof and "No Parking Anytime" on the north side from a point 118 metres east of University Avenue to a point 68 metres east thereof ;and further, That the Uniform Traffic By-law be amended accordingly. BACKGROUND: Transportation Planning has received requests to review the existing on-street parking regulations on Glasgow Street between Fischer-Hallman Road and University Avenue. The request cited concerns that the parking which occurs on both sides of Glasgow Street, which in conjunction with the roadway geometrics, affects normal traffic flow and creates a potential safety problem. Based on field investigations, this parking is being generated, for the most part, by the drop-off/pick-up of students attending the adjacent Resurrection High School. Concerns were cited related to visibility, as well as safe two-way traffic on the curved section of roadway. Transportation Planning, as well as other City departments, are in receipt of a proposed development located at 921 Glasgow Street. With a secondary access proposed, its location will have visibility constraints due to the existing roadway geometrics. If parking continues along both the inner curve (north side) and the area east from University Avenue (south side), greater safety issues will inevitability occur along this portion of the roadway. REPORT: At the present time, on-street parking is permitted on both sides of Glasgow Street from University Avenue to Fischer-Hallman Road for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. i-i Transportation Planning has reviewed this issue and, in order to address this request, is recommending to prohibit on-street parking at anytime on the north side (even house number side) of Glasgow Street through the inside of the curve, from a point 118 metres east of University Avenue to 68 metres east thereof, and to institute a "No Stopping Anytime" zone on the south (odd house number side) along the outside of the curve, from University Avenue to a point 196 metres east thereof, as per the attached plan. These revised parking and stopping regulations will allow for improved visibility and increased safety for drivers on Glasgow Street. This proposed parkinglstopping prohibition would result in the loss of approximately thirty-eight (38) available on- street parking spaces. However, the development proposed for 921 Glasgow Street includes a provision of visitor parking for its users. Additionally, significant on-street, visitor parking will remain on this section of Glasgow Street. FINANCIAL IMPLICATIONS: The approximate cost for signing including installation is $1500 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: The residents of Glasgow Street were issued a letter outlining the parking proposal, and were asked to provide comment on this matter by contacting Transportation Planning No comment was received either for or against the proposal.
