Construction of any traffic calming measures resulting from these reviews shall be completed in 2011; and further, That Council refer Transportation Planning's request for an additional $25,000 to the 2010 Capital Budget Review to allow for the completion of all outstanding traffic calming installations from 2007 and 2008; BACKGROUND: The existing City of Kitchener traffic calming policy and annual traffic calming budget was adopted by Council in August 2004 (DTS O4-125). The traffic calming policy outlines a number of evaluation criteria that provide a fair and consistent review of streets and communities while defining and prioritizing the individual streets and/or communities that are most in need of traffic calming, from a traffic safety perspective. The annual budget allows for Transportation Planning to implement a limited number of traffic calming measures on these streets. Between 2005 and 2008, Transportation Planning initiated a total of eighteen (18) traffic calming reviews under Council's direction and approval. As of December 31St, 2008, there have been ten (10) traffic calming reviews completed and installed. However, of the eight remaining traffic calming reviews yet to be installed sufficient funds do not remain to fully install them by the end of 2010. Options will be outlined in this report that will allow for their installation and the continuation of this program in a reasonable manner. 7-1 REPORT: Transportation Planning has commenced eighteen (18) traffic calming reviews since 2005. Ten (10) of these reviews have been completed as of December 31St, 2008, while eight (8) reviews remain outstanding. As of the end of 2008, Transportation Planning has spent $310,000 on the ten (10) completed traffic calming reviews. A detailed summary of all expenditures by project and by year from 2005 to 2008 is contained in the table in Appendix "A". SUMMARY OF OUTSTANDING PROJECTS: The following summary provides details about Transportation Planning's outstanding traffic calming projects as of December 31St, 2008: TRAFFIC CALMING REVIEWS -INITIATED IN 2007 • Clark Avenue (Initiated in 2007; Scheduled for installation in 2009) • Heritage Drive (Initiated in 2007; Scheduled for installation in 2009) • Traynor Avenue & Vanier Drive (Initiated in 2007; Scheduled for installation in 2009 and 2010) TRAFFIC CALMING REVIEWS -INITIATED IN 2008 • Dixon Street & Garwood Avenue (Initiated in 2008; Scheduled for installation in 2010 and 2011) • Laurentian Drive (Initiated in 2008; Scheduled for installation in 2009 and 2010) • Morgan Avenue (Initiated in 2008; Scheduled for installation in 2009 and 2010) • Pioneer Drive & Bechtel Drive (Initiated in 2008; Scheduled for installation in 2009 and 2010) • Upper Canada Drive (Initiated in 2008; Scheduled for installation in 2009 and 2010) Additionally, the permanent traffic calming measures for David Street/Schneider Avenue will be installed in conjunction with the reconstruction of Queen Street in 2009. This involves the construction of a permanent one-way roadway at the intersection of Queen Street and Schneider Avenue, as well as a median along Queen Street at Schneider Avenue, which will prevent left turns onto SchneiderAvenue from Queen Street. Furthermore, the one year follow-up review for the traffic calming installation on Greenbrook Drive in 2007 revealed that a supplementary speed hump was required on the street near Birchcliff Avenue to address ongoing speeding issues. This new speed hump on Greenbrook 7-2 Drive was approved by Council in February 2009 (DTS 09-016), and was subsequently installed. It should be noted that all traffic calming reviews completed during 2009-2010 will be assessed the following year to determine the effectiveness of the measures installed. TRAFFIC CALMING PRIORITY LIST REVIEW - 2009-2010 The intent of traffic calming is to reduce vehicle speeds, deter non-residential traffic from the area and reduce the incidence of collisions, thereby increasing safety for all users within the right-of-way. The types of traffic calming chosen depend on the issues being addressed and the function of the road. Over the past year we have received a number of new requests, either directly from the public or through the Ward Councillor, to review traffic conditions on a number of streets. This is in addition to the priority listing that had carried over from 2008. These streets were reviewed as per the approved Traffic Calming Policy with respect to speed, volumes, collisions and safety factors. Attached is the current traffic calming priority list for local, minor collector and major collectorlsecondaryarterial roadways (Appendix "B"). UNWARRANTED ROADWA YS While Transportation Planning receives numerous requests on a yearly basis for traffic calming, not all roadways that are reviewed warrant consideration for traffic calming. Therefore, in order to concentrate on those roadways that do potentially warrant traffic calming, any streets that have received fewer than 30 points have been currently removed from consideration for the traffic calming priority rating. There are three main categories within the priority rating system for traffic calming warrants; collisions, volumes and speed, each category being worth a maximum of 20 points each. The 30 point cut-off was determined by taking the median of all three of the major categories. While typically this would not indicate a major cause for concern, it does provide for a good base of comparison. This will help to clearly define roadways that do have a significant traffic issue and do warrant consideration for traffic calming at some point in the future. We will continue to monitor speeds, volumes and collisions on both warranted and unwarranted streets on a yearly basis, as any change in traffic conditions could cause a change in priority ranking. Additionally, if a roadway is scheduled for reconstruction, consideration will be given at that time for a review of traffic calming. LOCAL ROADWAYS -PROPOSED TRAFFIC CALMING REVIEW 2009-201 D Perth Road is the highest ranked local roadway of those reviewed for traffic calming with 61 points. There is evidence of speeding and significant cut-through traffic on Perth Road. Furthermore, Perth Road has a considerable collision history, which makes it an ideal candidate for traffic calming. In this regard, we are recommending that a traffic calming review be conducted for Perth Road. 7-3 Transportation Planning recognizes that nearby Pleasant Avenue may be impacted as a result of the installation of any traffic calming measures recommended by a review of Perth Road. Traffic studies have indicated that most of the excess traffic on Perth Road also uses Pleasant Avenue as part of a short-cut between Belmont Avenue and Stirling Avenue. However, Pleasant Avenue is tentatively scheduled for reconstruction in 2015. Since Pleasant Avenue ranks very high on the traffic calming priority list for minor collector roadways, staff feel that a review of Pleasant Avenue will inevitably be conducted in the near future. Transportation Planning recommends that the review of Pleasant Avenue be conducted in 2013/2014, so that the traffic calming installation can be done in conjunction with the Pleasant Avenue reconstruction in 2015. MINOR COLLECTOR ROADWA YS -PROPOSED TRAFFIC CALMING REVIEW 2009-2010 Country Hill Drive is the highest ranked minor collector roadway with 36 points. Again, there is evidence of speeding traffic and a moderate collision history. Therefore, it is recommended that a traffic calming review be conducted for Country Hill Drive in 2009-2010. FINANCIAL IMPLICATIONS: It is our intention to commence two (2) new traffic calming reviews in 2009-2010, but to defer construction of any traffic calming measures until 2011. Transportation Planning intends to utilize the entire $100,000 budget allocations for 2009 and 2010 to address the backlog in traffic calming installations left over from outstanding 2007 and 2008 projects. Council should note that Transportation Planning's current budget deficit is a direct result of taking on more projects than we could realistically accommodate within our $100,000 annual budget over the past few years. When the $100,000 annual budget was approved back in 2004, it was the intention of Transportation Planning to conduct a maximum of three traffic calming reviews per year. However, this annual project workload has increased to four or five reviews per year recently, for a variety of reasons. Some additional projects have been voluntarily taken on by Transportation Planning because of the opportunities created by roadway reconstruction projects (e.g. Onward Avenue and Clark Avenue). Also, certain high- profile roadways have been added to the traffic calming review schedule at the request of Council. Transportation Planning shall utilize the $100,000 budget allocation for 2009 and 2010 to complete the traffic calming installations that the City has committed to through previous years' traffic calming reviews. Sufficient funds are available to complete the 2009 traffic calming initiatives, however, the 2010 program is expected to be short approximately $25,000. If Council chooses not to support the additional funds, the option exists to delay the implementation of one of the initiatives until 2011. This figure is in addition to the $100,000 budget allocation that Transportation Planning receives on an annual basis. Starting in 2011, Transportation Planning shall utilize the $100,000 annual budget allocation to complete approximately two (2) traffic calming reviews per year. However, the actual construction of any traffic calming measures recommended by these reviews will take place the following year. CONCLUSIONS: Based on the traffic calming priority listings it is recommended that traffic calming reviews be conducted for Perth Road and Country Hill Drive in 2009-2010. In both of these instances, the priority ranking system indicated that these streets were in greater need of traffic calming than other roadways. Because of their residential nature, these streets are ideal for traffic calming initiatives. The 2009 Traffic Calming Priority List will be updated throughout the year with current traffic volumes, speed and motor vehicle collision data.
