SUBJECT: T09-055 -Sandrock Greenway Sanitary Trunk Sewer Reconstruction
Phase 2
RECOMMENDATION:
That tender T09-055, Sandrock Greenway Sanitary Trunk Sewer Reconstruction -Phase 2, be
awarded to 2153592 Ontario Limited, o/a Elgin Construction, St. Thomas, Ontario at their
corrected tendered price of $1,426,784.68, including provisional items and contingencies of
$134,864.65 and G.S.T., and further that the Mayor and City Clerk be authorized to execute an
agreement satisfactory to the City Solicitor.
BACKGROUND:
Engineering Services wishes to proceed with Phase 2 of the Sandrock Greenway Sanitary
Trunk Sewer Reconstruction. The Sandrock Greenway Sanitary Trunk Sewer Replacement
project has been initiated to relieve and control basement flooding in the Sandrock Greenway
Sanitary Trunk Sewer service area following on the findings of the 2004 Dillon Consulting
"Sandrock Greenway Sanitary Trunk Sewer Flood Relief Study - Schedule B Class
Environmental Assessment". Phase 2 of the project involves the construction of approximately
1,000 metres of trunk sanitary sewer, including tree removal, tree protection, landscaping for
Phase 1 and 2, by-pass sewer pumping, jack and bore casing pipe and installation of
maintenance access road above and beside an existing sewer adjacent to overhead hydro
lines.

REPORT:
Tenders were advertised publicly in The Record, The Daily Commercial News, on the City of
Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering
Information System. Ten (10) potential bidders picked up tender documents, and by the closing
date of Thursday June 18th, 2009, six (6) tenders had been received.
The tenders were reviewed by P. Fitzgerald, IBI Group, the City's Consultant for the project, and
D. Lupsa, Engineering Technologist, who concurwith the above recommendation.
Three of the tenders contained arithmetic errors which have been corrected.
