SUBJECT: SANDROCKTRUNKSEWER EASEMENT REQUIERMENT
RECOMMENDATION:
That Legal Services be directed to acquire a 3.0 metre wide easement from Hydro One,
for the construction of the Sandrock Trunk Sewer replacement, at a purchase price not to
exceed $150,000 plus the cost of the reference plan and all the incidental costs
associated with the transaction; said easement to be described on a reference plan; and
further,
That the Mayor and Clerk be authorized to execute the necessary documentation to effect
the transfer of easement.
BACKGROUND:
The Sandrock Greenway Sanitary Trunk Sewer Replacement project has been initiated to
relieve and control basement flooding in the Sandrock Greenway Sanitary Trunk Sewer service
area following on the findings of the 2004 Dillon Consulting "Sandrock Greenway Sanitary Trunk
Sewer Flood Relief Study - Schedule B Class Environmental Assessment". The proposed
sanitary improvements include the provision for a new by-pass sewer installed within Hydro
One's property between the Trailwood Crescent and Homestead Place. A 3.0 m wide easement
x 871 m long, totalling 0.261 ha (0.644 acres) is required on the north side of the existing Hydro
One corridor. Hydro One is bound to use the industrial land value forthe sewer consideration.
The value was determined by Hydro One to be approximately $215,000 per acre, resulting in an
approximated cost of $125,000, based on an area of 0.644 acres and a 90% contributory factor
(dictated by the Rates and Charges for public longitudinal installations).
REPORT:
The City of Kitchener has recently completed the design for a proposed sanitary sewer through
a Hydro-One corridor in the City. The purpose of the sewer is to provide additional capacity to

prevent historical basement flooding in the area. The City began the process of securing an
easement for the sewer along the Hydro-One corridor in early 2008.
FINANCIAL IMPLICATIONS:
Purchase costs, reference plan expenses, registration of the easement costs and all incidental
costs associated with this transaction are to be paid by the City of Kitchener out of the existing
budget for this project.
COMMUNICATIONS: N/A
CONCLUSION:
Staff recommends that the City acquires the easement along the Hydro Corridor between the
Trailwood Crescent and Homestead Place in order to install the sanitary trunk sewer.
