SUBJECT: E09-037 -Consultant Services -Wellington Street (Weber to
Margaret)
RECOMMENDATION:
That Expression of Interest E09-037, Consultant Services -Wellington Street (Weber to
Margaret) be awarded to MTE Consultants Inc., Kitchener at their estimated fee of $167,403.16,
including a contingency of $14,493.78 and G.S.T., based on a satisfactory contract being
negotiated and an upset fee being established, and further that the Mayor and City Clerk be
authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND:
The infrastructure for the Wellington Street Reconstruction project has generally reached the
end of its' useful life and requires full replacement. This reconstruction project includes
Wellington Street from Weber Street to Margaret Avenue, approximately 419 m.
All underground services to the property line will be replaced along with new roadway, curb and
gutter, and sidewalks.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional ServiceslConsultants, a Consultant's Review Committee was established
consisting of S. Allen, Manager, Engineering Design and Approvals, M. Memon, Design &
Construction Project Manager Engineering, B. Bishop, Construction Project Manager
Engineering Services, and L. Gordon, Chief Purchasing Officer.
Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and
the Internet through the Ontario Public Buyers Electronic Tendering Information System relative
to this project. Documents were downloaded by thirteen (13) interested parties. By the closing
date of Wednesday May 20t", 2009, eight (8) responses had been received. The Review
Committee met on Thursday June 4th, 2009 to review the submissions. A shortlist of three (3)
Consultants was selected for further interviews.
The Review Committee met on Monday June 22nd, 2009 to interview the shortlisted candidates.
The Committee elected to award the project to MTE Consultants Inc., Kitchener.

* Any surplus funds will be returned to Uncommitted (59500194) which are projects funded by
Sanitary Sewer (46%), Waterworks (31 %) and Capital out of Current (23%).
