BACKGROUND: The Halls Lane reconstruction project has been initiated to address the infrastructure issues which currently exist. The infrastructure along Halls Lane has generally reached the end of its' useful life and requires full replacement. The project scope includes the design and reconstruction of all underground services (sanitary sewer, storm sewer and watermain) as well as sanitary and water service connections to the property line. The asphalt roadway will also be reconstructed. Also included in the project scope are Phase I and II environmental Site Assessments, a structural investigation and Subsurface Utility Engineering. The construction is expected to occur in phases in 2010 and 2011. REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional ServiceslConsultants, a Consultant's Review Committee was established consisting of S. Allen, Manager, Engineering Design and Approvals, K. Mick, Design Engineer, J. Stevenson, Construction Project Manager, and L. Gordon, Chief Purchasing Officer. Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and the Internet through the Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were downloaded by nine (9) interested parties. By the closing date of Thursday May 28t", 2009, six (6) responses had been received. The Review Committee met on Monday June 15t", 2009 to review the submissions. A shortlist of three (3) Consultants was selected for further interviews. The Review Committee met on Tuesday June 30t", 2009 to interview the shortlisted candidates. The Committee elected to award the project to The Walter Fedy Partnership, Kitchener.
