RECOMMENDATION:
That Expression of Interest E09-039, Consultant Services -Andrew Street /Braun Street l
Linwood Avenue, be awarded to Conestoga-Rovers & Associates, Waterloo at their estimated
fee of $223,675., including a contingency of $19,450. and G.S.T., based on a satisfactory
contract being negotiated and an upset fee being established, and further that the Mayor and
City Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND:
The infrastructure for the Andrew/BraunlLinwood Reconstruction project has generally reached
the end of its' useful life and requires full replacement. This reconstruction project includes
Andrew Street from King Street to Braun Street, Braun Street from Shanley Street to Linwood
Avenue, Linwood Avenue (Entire Street) and an easement from Linwood Avenue to King Street.
The total road length for all three sections is approximately 489m and 125m length of easement.
All underground services to the property line will be replaced along with new roadway, curb and
gutter, and sidewalks.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional ServiceslConsultants, a Consultant's Review Committee was established
consisting of M. Memon, Design & Construction Project Manager, J. Stevenson, Design &
Construction Project Manager, D. Lupsa, Engineering Technologist, S. Shah, Design Engineer,
and L. Gordon, Chief Purchasing Officer.
Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and
the Internet through the Ontario Public Buyers Electronic Tendering Information System relative
to this project. Documents were downloaded by eleven (11) interested parties. By the closing
date of Monday June 15t", 2009, eight (8) responses had been received. The Review
Committee met on Thursday June 25th, 2009 to review the submissions. A shortlist of three (3)
Consultants was selected for further interviews.
The Review Committee met on Friday July 10t", 2009 to interview the shortlisted candidates.
The Committee elected to award the project to Conestoga-Rovers & Associates, Waterloo.

* Any Surplus Funds will be returned to Uncommitted (59500194) which are projects funded by
Sanitary Sewer (46%), Waterworks (31 %) and Capital out of Current (23%).
