SUBJECT: E09-038 -Consultant Services -Park Street, Wood Street and
Gildner Street
RECOMMENDATION:
That Expression of Interest E09-038, Consultant Services -Park Street, Wood Street and
Gildner Street, be awarded to IBI Group, Waterloo at their estimated fee of $774,316.04,
including a contingency of $67,040.35 and G.S.T., based on a satisfactory contract being
negotiated and an upset fee being established, and further that the Mayor and City Clerk be
authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND:
The infrastructure for the Park/Gildner/1lVood Reconstruction project has generally reached the
end of its' useful life and requires full replacement. This reconstruction project includes Park
Street from Stewart Street to Allen Street, Gildner Street from Eden Avenue to Park Street and
Wood Street from Eden Avenue to Park Street. The total road length for all three sections is
approximately 2330m, of which 300m on Park Street will be completed for the City of Waterloo
under Kitchener-Waterloo joint services initiative. This is a two year project; the construction of
this project will be carried out in 2010 and 2011. All underground services to the property line
will be replaced along with new roadway, curb and gutter, and sidewalks.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional ServiceslConsultants, a Consultant's Review Committee was established
consisting of M. Memon, Design & Construction Project Manager, B. Bishop, Construction
Project Manager, D. Lupsa, Engineering Technologist, and L. Gordon, Chief Purchasing Officer.
Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and
the Internet through the Ontario Public Buyers Electronic Tendering Information System relative
to this project. Documents were downloaded by ten (10) interested parties. By the closing date
of Friday June 19th, 2009, six (6) responses had been received. The Review Committee met on
Tuesday July 7t", 2009 to review the submissions. A shortlist of three (3) Consultants was
selected for further interviews.
The Review Committee met on Wednesday July 22nd, 2009 to interview the shortlisted
candidates. The Committee elected to award the project to IBI, Waterloo.

** Surplus funds will be returned to Uncommitted (59500194) which are projects funded by
Sanitary Sewer (46%}, Waterworks (31 %} and Capital out of Current (23%}.
