Subject: Schedule `B' Class Environmental Assessment- Closure of a
portion of Old Huron Road and relocation of Old Huron Road
cul-de-sac.
RECOMMENDATION:
That staff be directed to initiate the Schedule "B" Class Environmental Assessment for
Closure of a portion of Old Huron Road and relocation of Old Huron Road cul-de-sac to
accommodate developments within this area.;
-and -
That Council retain MTE Consultants Inc. as the City's Engineering Consultant to
undertake a Schedule `B' Class Environmental Assessment for the closure of Old Huron
Road and relocation of Old Huron Road cul-de-sac in accordance with the Municipal
Code, Chapter 170, Section 170.6.2, Fees of less than $20,000;
-and -
That the Mayor and Clerk be authorized to execute an Engineering Agreement for the
provision of professional engineering services between the City of Kitchener and MTE
Consultants Inc. at a total cost of $19,000.00 including applicable taxes for completion of
the Schedule "B" Class Environmental Assessment for Closure of a portion of Old Huron
Road and relocation of Old Huron Road cul-de-sac project upon receipt of the necessary
funds from Hallman Construction Limited who are providing financing for this project.
REPORT:
The City of Kitchener has received a proposed Site Plan for 1845 Strasburg Road, Hallman
Construction Limited (SP 08/113/SIBB), located on the southeast corner of Strasburg Road and
Huron Road. Old Huron Road currently terminates with a cul-de-sac at the northeast corner of
the site. The design and layout of the plan, along with the related HuronlStrasburg Mixed Use
Node Design Guidelines anticipates that a portion of Old Huron Road will be closed and that the
existing cul-de-sac will be relocated to adjacent lands also owned by Hallman Construction
Limited..

The proposal to close this portion of Old Huron Road is consistent with policies in the approved
Community Plan for the area. The Brigadoon Community Plan contemplates that a portion of
Old Huron Road will be closed and consolidated with adjacent commercial lands.
The site plan for 1845 Strasburg Road was considered at a Site Plan Review Committee
(SPRC) meeting on January 28, 2009. Members of the City's SPRC were in attendance. In
addition, adjacent neighbours were invited to this meeting to provide input. No concerns were
raised related to the closure of a portion of Old Huron Road.
Hallman Construction Limited has also worked with City's Planning Department to prepare
design guidelines for the site. The design brief was approved by City Council on February 23,
2009. The approved design brief recommend that to initiate the closure and relocation of the Old
Huron Road cul-de-sac and convey the excess right of way to adjacent landowners in
accordance with the Brigadoon Community Plan. The closure and relocation of the Old Huron
Road cul-de-sac is to be at the expense of the developer.
Old Huron Road is an existing City road that terminates with a cul-de-sac (see attached
Landownership map) directly adjacent to the Huron Road right of way. The road closure and
conveyance to the abutting commercial property owners has been contemplated in the
approved Brigadoon Plan, and in the approved Design Brief for the subject lands. The re-
location of the cul-de-sac allows for better site planning and site access on the Hallman
property. The relocation of the cul-de-sac will also provided greater separation between Old
Huron Road and Huron Road.
Therefore staff recommend that the City initiate a Schedule "B" Class Environmental
Assessment for Closure of a portion of Old Huron Road and relocation of Old Huron Road cul-
de-sac to accommodate the developments within this area.
FINANCIAL IMPLICATIONS:
No financial implications to the City. The Developer agreed to provide necessary funds to
complete this project.
CONCLUSION:
In order to facilitate the recommendation from the approved Brigadoon Community Plan and the
Design Brief for the subject lands, staff recommend that, the City intiate a Schedule "B" Class
Environmental Assessment for Closure of a portion of Old Huron Road and relocation of Old
Huron Road cul-de-sac to accommodate the developments within this area .
