SUBJECT: T09-045 -Make-Up Air Upgrades -Kitchener Memorial Auditorium
Complex
RECOMMENDATION:
That tender T09-045, Make-Up Air Upgrades -Kitchener Memorial Auditorium Complex, be
awarded to Nelco Mechanical Limited, Kitchener at their tendered price of $168,525., including
G.S.T.
BACKGROUND:
Ice conditions during Ranger games in the Dom Cardillo Arena during the months of September
and October of 2007 were found to not be ideal. Comments from the Operations staff at the
time suggested that they were having difficulty maintaining proper temperature and humidity
levels in the arena which quite likely led to poor ice conditions. In response to these comments,
Totten Sims Hubicki, Consulting Engineers, was brought in to investigate.
Several recommendations were made in their report dated January 9th, 2008, related to air
balancing and dehumidification of the space, however, it was determined that air balancing
issues within the arena needed to be addressed prior to finalizing a recommendation for
improvements to the dehumidification system. Totten Sims Hubicki was then directed to
prepare drawings and specifications to add air make-up units to the kitchen and concession
areas located within the Dom Cardillo arena as per the recommendation in their report of
January 2008. These documents were then put out for pricing under tender number T09-045.

REPORT:
Tenders were requested from eleven (11) known contractors, advertised publicly in The Record,
on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic
Tendering Information System. Seventeen (17) potential bidders downloaded tender
documents, and by the closing date of Thursday May 21St, 2009, six (6) tenders had been
received.
The tenders was reviewed by M. Petricevic, Manager Projects/Energy Management, B.
Stevenson, Supervisor, Building Operations, S. Rossi, Aecom and R. Kruppa, Buyer, who
concur with the above recommendation.
