SUBJECT: E09-040 -Consultant Services -Stirling Avenue North (King Street
East to Weber Street East)
RECOMMENDATION:
That Expression of Interest E09-040, Consultant Services -Stirling Avenue North (King Street
East to Weber Street East), be awarded to IBI Group, Waterloo at their estimated fee of
$161,095.94, including a contingency of $13,947.70 and G.S.T., based on a satisfactory
contract being negotiated and an upset fee being established, and further that the Mayor and
City Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND:
The infrastructure for the Stirling Avenue North Reconstruction project has generally reached
the end of its' useful life and requires full replacement. This reconstruction project includes
Stirling Avenue from King Street East to Weber Street East. The total road length for Stirling
Avenue is approximately 265m. The construction work of this project will be completed in
summer 2010. All underground services to the property line will be replaced along with new
roadway, curb and gutter, and sidewalks.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional ServiceslConsultants, a Consultant's Review Committee was established
consisting of M. Memon, Design & Construction Project Manager, J. Stevenson, Construction
Project Manager, K. Mick, Design Engineer, and L. Gordon, Chief Purchasing Officer.

Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and
the Internet through the Ontario Public Buyers Electronic Tendering Information System relative
to this project. Documents were downloaded by six (6) interested parties. By the closing date
of Friday July 10th, 2009, four (4) responses had been received. The Review Committee met on
Tuesday July 21St, 2009 to review the submissions. A shortlist of three (3) Consultants was
selected for further interviews.
The Review Committee met on Thursday August 6t", 2009 to interview the shortlisted
candidates. The Committee elected to award the project to IBI Group, Waterloo.

FINANCIAL IMPLICATIONS:
Funding will be provided from Internal Order 6997 and 52000207 to 52000210 -Stirling Avenue
-King Street to Weber Street Reconstruction
Financial Report is attached.
* Any surplus funds will be returned to Uncommitted (59500194) which are projects funded by
Sanitary Sewer (46%), Waterworks (31 %) and Capital out of Current (23%).
