SUBJECT: E09-059 -Consultant Services -Borden Avenue North (King Street
East to Weber Street East)
RECOMMENDATION:
That Expression of Interest E09-059, Consultant Services -Borden Avenue North (King Street
East to Weber Street East), be awarded to Meritech Engineering, Cambridge at their estimated
fee of $127,658.69, including a contingency of $11,052.70 and G.S.T., based on a satisfactory
contract being negotiated and an upset fee being established, and further that the Mayor and
City Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND:
The Borden Avenue reconstruction project has been initiated to address the infrastructure
issues which currently exist. The infrastructure along Borden Avenue North, between King
Street East and Weber Street East, has generally reached the end of its' useful life and requires
full replacement. The project scope includes the design and reconstruction of all underground
services (sanitary sewer, storm sewer and watermain} as well as sanitary and water services
connections to the property line. The asphalt roadway will be reconstructed as well as
sidewalks and curbs. Construction is expected to occur in 2010.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional ServiceslConsultants, a Consultant's Review Committee was established
consisting of D. Lupsa, Engineering Technologist, M. Memon, Design & Construction Project
Manager, E. Saunderson, Construction Project Manager, and L. Gordon, Chief Purchasing
Officer.

Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and
the Internet through the Ontario Public Buyers Electronic Tendering Information System relative
to this project. Documents were downloaded by nine (9) interested parties. By the closing date
of Tuesday June 30t", 2009, five (5) responses had been received. The Review Committee met
on Tuesday July 14t", 2009 to review the submissions. A shortlist of three (3) Consultants was
selected for further interviews.
The Review Committee met on Tuesday August 11th, 2009 to interview the shortlisted
candidates. The Committee elected to award the project to Meritech Engineering ,Cambridge.

* Any surplus funds will be returned to Uncommitted (59500194) which are projects funded by
Sanitary Sewer (46%), Waterworks (31 %) and Capital out of Current (23%).
